Board Clerk Tom Fuentes announced unanimous votes of these actions:

• Dr. Rajen Vurdien is appointed Vice President of Instruction at Saddleback College .

• Dr. Gwen Vendley is appointed interim Vice President of Student Services at Irvine Valley College , effective July 1.

REPORTS AND COMMENTS

• All Trustees recognized Dixie Bullock, Saddleback President, and Vern Hodge, IVC Vice President of Student Services, for their years of dedicated service and wished both well in their retirements.  

• President Donald P. Wagner mentioned that he and Trustees Nancy Padberg and Tom Fuentes met recently with the leadership of the faculty association.   They had an opportunity for a full and frank discussion of issues.   He thanked Tracy Daly and Terry Wedel for arranging the Cox Forum interview with him and Chancellor Mathur.   They had an opportunity to talk about the district, as well as issues affecting community colleges around the state.   He congratulated President Bullock who will be receiving the Mission Hospital Spirit of Giving award this week.      

• Vice President Nancy Padberg commented that the retreat this year was one of the better ones that she has attended.   She mentioned that Chancellor Mathur and incoming Saddleback College President Richard McCullough will be interviewed on Leisure World Channel 6 on June 23.    

• Trustee Fuentes mentioned the passing of Ronald Reagan.   Governor Reagan was a part of the early days of Saddleback College and his presence in our formative years has contributed to what we are today.    

• Trustee William O. Jay reminisced that he interviewed President Bullock when she originally came on board at Saddleback College .   At the board retreat last week, he was impressed with fellow board members.   He commented that they all have a great sense of duty and are trying to make the best decisions possible while being fiscally responsible.  

• Trustee Marcia Milchiker mentioned that the 4 administrators and almost 40 faculty who are retiring will be missed.   She is discussing technology issues with trustees from other districts to learn ideas for our Colleges and the Advanced Technology and Education Park (ATEP) in Tustin.    

• Trustee John Williams proudly announced that the Saddleback baseball team won the state championship, and that at least two Gauchos are on the Cal State Fullerton team now competing for a national championship.    

• Chancellor Raghu Mathur met with the leadership of the Faculty Association and commented that there is positive synergy being cultivated for negotiations.   Further, he stated that every board member has the highest regard for all faculty and employee groups, and has the utmost appreciation for the important role that faculty plays in the achievement of our students.    

• Saddleback College President Dixie Bullock expressed her appreciation to the Board, Saddleback College , and everyone throughout the district for their warm wishes on her retirement.   In her written report, President Bullock mentioned the Fine Arts summer programs, athletic achievements including the baseball team's state championship, and accreditation approval of the paramedic division.    

• Irvine Valley College President Glenn Roquemore's written report included mention of   a follow-up survey of over 700 recent graduates; IVC badminton team won its third consecutive state title; IVC Foundation's plan to expand the donor base; and IVC Foundation award of $274,000 in scholarships.

ACTION, THE BOARD APPROVED. . .

• 10 District goals in the areas of educational services; business services; human resources; facilities/purchasing; information technology; professional growth and development; marketing, government and community relations; diversity; and budget. The board will review them again in the fall and future goals are to be developed on a calendar year basis.    

• payment of $453,866.51 in basic aid funds to the Registrar of Voters for the special election conducted on March 30, 2004 to fill the Board vacancy.  

• tabling Item 30, a process for allocating basic aid funds for priority projects, to allow for further refinement and Board input. 

• tentative budget.   Chancellor Mathur mentioned that fee increases of $26 and $22 per credit hour are being proposed in the state Senate and Assembly, respectively, but the proposal for a $50 fee for students with bachelor's degree has been rejected.   The legislature is trying to complete the state budget by June 30.   Deputy Chancellor Gary Poertner highlighted that the budget includes an early payment of $23 million toward the retirement of certificates of participation debt, which results in significant savings.    

• hiring an independent contractor to perform a CSEA reclassification study.
