• Vice President Donald P. Wagner commented that the dedication of the IVC Performing Arts Center was a wonderful event. He proudly attended two recognition events for his colleagues upon their lifetime of service to the community: David Lang and Thomas Fuentes.

• Clerk of the Board Thomas A. Fuentes gave an update from the Orange County Community Colleges Legislative Task Force (OCLTF) which hosted a breakfast for legislators. The successful event was attended by a number of state legislators and State Senator Dick Ackerman was recognized for his support of community colleges. He mentioned that it was a joy to attend the IVC Performing Arts Center dedication and the IVC Veterans Day ceremony which both had beautiful, spiritual and patriotic tones.

• Trustee William O. Jay commended IVC President Roquemore and the staff on the marvelous performances and program at the IVC Performing Arts Center dedication.

• Trustee Marcia Milchiker discussed attending the e learning conference in Quebec which was focused on teaching math. She met people from all over the world who were learning different ways to teach students. She brought back reference materials for the IT departments. She noted the new works which were debuted at the IVC Performing Arts Center dedication, and commended Professors Stephen Rochford and Ron Ellison. She attended the successful OCLTF breakfast.

• Trustee Nancy M. Padberg attended a community Veterans Day celebration, SC homecoming, and the dedication of the IVC Performing Arts Center. She congratulated IVC President Roquemore on the successful event. She will be attending the upcoming Orange County Transportation Authority stakeholders meeting.

• Trustee John S. Williams attended the OCLTF breakfast and enjoyed the legislator's presentations. They all delivered the message that 2008-09 is going to be a tough year with a projected state budget shortfall of $8 billion. He attended the event honoring President Lang and thanked him for all he has done for the district and community. He attended the IVC Performing Arts Center dedication and reminded everyone to check the website for upcoming events.

• Student Trustee Matthew T. Reynard participated in the IVC Performing Arts Center dedication and is looking forward to watching the talented students perform in the amazing new structure. He also attended a student Halloween fashion show. He wished representatives of ASIVC and ASG good luck on their upcoming budget presentations. He extended a “happy holidays” to all students and staff.

• Chancellor Raghu P. Mathur named a number of recent and upcoming dedications within the district: IVC Performing Arts Center, the ATEP campus, spring 2008 re-opening of the SC BGS building, and the summer 2008 IVC business and technology building. He acknowledged the wonderful IVC Veterans Day ceremony which was organized by faculty, staff and students. Both colleges are planning to erect memorials to veterans. He wished all faculty and staff a happy Thanksgiving.

• SC President Richard McCullough 's written report included mention of: “Ride the Wave” outreach event for 100 high school seniors; Transfer Center activities and workshops; and congratulations to Professor Scott Fier who was recently awarded a Doctorate in Education.

• IVC President Glenn Roquemore 's written report included mention of: Career and Transfer Day event; Veterans Day ceremony; and first study abroad program in Paris during the summer of 2008, taught by faculty from Sorbonne University.

• ATEP Provost Robert J. Kopecky 's written report included mention of: dedication event with over 150 in attendance; website upgrades; and advertising campaign for spring semester courses.

• Associated Students of Irvine Valley College budget of $479,455 for 2007-08.

• Associated Student Government of Saddleback College budget of $1,088,787 for 2007-08.

• announcement of and recruitment for 45 full-time faculty positions at SC and IVC for the 2008-09 academic year, contingent upon funding.

• acceptance for review and study the 2006-07 audit report in which there were no findings. The Board acknowledged the job well done by Deputy Chancellor Gary Poertner and Directors of Fiscal Services Beth Mueller, Carol Hilton, and Davit Khachatryan.

• consultant contract up to $250,000 with the Center for Student Success of the Research and Planning Group for California. The district is the fiscal agent for the Articulation of Career Technical Education Pathways to Four-Year Institutions Grant, funded by the state chancellor's office. 

PRESENTATIONS AND DISCUSSION

• The Board discussed safety and security measures and camera proposals for the SC, IVC and ATEP campuses.

• Dr. Andreea Serban gave a presentation on the data contained in the Institutional Effectiveness Annual Reports for SC and IVC. Click here to view the reports.

• A presentation was made to the Board about our district's compliance with the “50% Law” that requires fifty percent of the District's current expense of education to be spent on salary and benefits of classroom instructors and classified staff that perform services in the classroom under the direction of an instructor. In recent years the percentage in this district declined to be close to 50%. Chancellor Mathur established an advisory council to review current spending patterns and make recommendations to raise compliance with this law to a reasonable level. • The Board received an information report about actual expenditures for release time and stipends for 2006-07.

The Board meeting will be broadcast on Friday, November 23 and Saturday, November 24 at 7pm, on Saddleback College Channel 39 and Irvine Valley College Channel 33.
