ANNOUNCEMENTS AND PRESENTATIONS

 


     

    Sworn in for new four year terms through 2008 by District Attorney Tony Rackauckas were incumbent trustees, from left: William O. Jay, John S. Williams, David B. Lang, and Thomas A. Fuentes (joined by his son).

    Clerk of the Board Thomas Fuentes announced the appointment of Dr. Gwendolyn Vendley as Vice President of Student Services at Irvine Valley College.  IVC President Glenn Roquemore congratulated her after the announcement.

     

    The Irvine Valley College 2004 Women's Golf Team was presented with a resolution for winning the Orange Empire Conference title with a 20 stroke lead ahead of its closest competitor. 

     

    The Saddleback College Emeritus Institute was presented with a resolution for receiving the Program of the Year SAGE award by the Seniors Housing Council of the Building Industry Association of Southern California.  SAGE stands for Senior Achievement and General Excellence.  Sandra Marzilli, at podium, accepted the resolution while Dean Kathleen Winston looked on. 

REPORTS AND COMMENTS

  • President Donald P. Wagner thanked the students and parents who spoke for the Saddleback College “Best Buddies” program in partnership with the Capistrano Unified School District Career Placement Program. He emphasized that we are privileged to have the program in our district.
  • Vice President Nancy M. Padberg attended two Gaucho football games and, with Trustee Williams and President McCullough, presented the team with the trophy when they won the Mission Conference National Bowl. She participated in the Saddleback College holiday party and nursing graduation/pinning ceremony (which received a very nice write up in the newspaper).
  • Trustee Thomas Fuentes extended compliments to those who organized the recent Orange County Legislative Task Force breakfast for legislators and trustees of the four Orange County community college districts. State legislators who attended were Senator Dick Ackerman, Senator Joe Dunn and newly elected Assemblyman Chuck Devore.
  • Trustee William O. Jay mentioned Jack Clancy, a professor emeritus of philosophy, who recently died. He was a founding member of the Saddleback College faculty and taught until he was 75 years old.
  • Trustee David Lang wished everyone happy holidays.
  • Trustee Marcia Milchiker commented that the “Best Buddies” program is a great asset to our students. She had an opportunity to attend nursing instruction held at Saddleback Hospital on the day when students worked in the labor and delivery room.
  • Trustee John Williams thanked District Attorney Tony Rauckackus for performing the swearing in ceremony for trustees. He acknowledged that the board did get involved in negotiations and thanked the Chancellor and district team for taking forth board direction. He congratulated the Saddleback College football team, one of the top four teams in the state, for their 11-2 record.
  • Chancellor Mathur was pleased to announce that the conceptual agreement has been reached on all aspects of the faculty contract which should be finalized in January. The new contract will be for three years (2004/05, 2005/06, 2006/7) with a salary increase of 5% each year. The new contract eliminates the first five steps of the salary schedule to make recruitment more attractive. The doctoral requirement will be eliminated for the top steps on the new pay scale and the district will continue to pay all health benefit costs.
  • IVC President Glenn Roquemore's written report included mention of: an anonymous donation of $50,000 to the wind symphony bringing its total endowment to more than $100,000; successful open house and parents' night event to encourage enrollment; and Veteran's Day remembrance ceremony coordinated by Director of Financial Aid Darryl Cox.
  • Saddleback College President Richard McCullough clarified that the Career Placement Program will merely be relocated during the library renovation. Dr. McCullough 's written report included mention of: recent approval of the aquarium and aquaculture science degree program, making Saddleback College the first community college to offer this program; Dean Ken Patton 's appointment to the county's Comprehensive Economic Development Strategy committee; and upcoming renovation of McKinney Theatre and sold out performances.
  • ATEP Provost Robert J. Kopecky's written report included mention of: meetings with the City of Tustin to review plans; additional costs of construction due to delays from original competition date of January 2005 to current target date of August 2005; and exploring partnerships with 12 organizations.
  • Addressing the Board were a number of faculty, students, members of the community, and: Dr. Carmen Dominguez , Saddleback College Academic Senate, Wendy Gabriella, IVC Academic Senate, and Mary Williams , CSEA.

 

ANNUAL ORGANIZATIONAL MEETING

 

  • In addition to election of officers, the Board made the following appointments: Chancellor Mathur as secretary of the Board and Deputy Chancellor Poertner as assistant secretary; Trustee Milchiker as representative to the nominating committee to the Committee on School District Organization, and Trustee Williams as alternate representative; Trustee Milchiker as the political action representative to the Orange County School Boards Association; Trustee Williams as the liaison to the Orange County Community College Trustees Association; Trustee Fuentes as the representative to the Orange County Legislative Task Force and Trustee Wagner as the alternate representative; and Trustee Jay as treasurer to the SOCCCD Facilities Corporation.

ACTION, THE BOARD APPROVED. . .

  • all consent calendar items, academic personnel actions, and classified personnel actions. To be considered at a future meeting with additional information is Item 4, the Saddleback College study abroad program in Vietnam and Cambodia for summer 2005. If you wish to know specifics, please contact the Office of the Presidents or Deputy Chancellor.
  • a resolution to enter into a contract, without going through a formal bidding process, to remediate mold in the Saddleback College Business/General Studies Building by the first day of spring semester.
  • award of bid for $1,914,200 for site improvements and signage at ATEP to Los Angeles Engineering, Inc.
  • additional funding of $6,749,000 for the construction of the Performing Arts Theatre at IVC bringing the revised total to $29,326,000.
  • additional funding of $985,000 toward the repair project of the Saddleback College TAS building, bringing the revised project total to $1,956,000.
  • grant application for $149,930 submitted to the National Science Foundation for the adaptation and lab improvements for the aquarium and acquaculture program at Saddleback College.
  • renewing the contract with School Services of California to serve as legislative advocates and represent the District regarding Basic Aid.
  • Acceptance for review and study the District's financial statements and accompanying audit report. The auditor gave a very positive report. Trustees Fuentes, Milchiker and Wagner (who served on the audit committee) thanked Gary Poertner and Katie Slavin for their hard work.
  • acceptance of the initial proposal from CSEA and the setting of a public hearing on the proposal at the next board meeting.

INFORMATION ITEMS OF NOTE . . .

 

  • The Board received a report on locally funded projects. Of note at Saddleback College , traffic studies are scheduled to start on January 10, 2005 and at IVC, working drawings for the Performing Arts Center and Theatre have been submitted for state plan check.
  • A formal appraisal of the 68 acres of the Advanced Technology and Education Park (ATEP) site came in at just over $60 million.

CORRESPONDENCE

  • Correspondence in the Board agenda packet included letters and notes: commending Saddleback College instructors for their challenging assignments and individual attention to students from a UC Santa Barbara professor; congratulating the IVC men's soccer program on their 200 th win from a trustee from Rancho Santiago Community College District; anonymously thanking the Saddleback College Financial Assistance office, delivered with a large basket of snacks; from a student thanking Saddleback College math Professor Karla Westphal for her encouragement and patience.
