Board Clerk Trustee John Williams announced the following Closed
Session actions: The Board of Trustees voted to not renew a part time instructor.
The Board of Trustees voted to approve 12-month extensions on the contracts
of Deputy Chancellor Gary Poertner, Saddleback College President
Dixie Bullock, Irvine Valley College President Raghu Mathur,
and District Information Technology Director Allan MacDougall.
The Board also voted to approve 12-month contract extensions to Saddleback
College administrators Vern Hodge,Vice President of Student Services,
Dean Jerilyn Chuman, Dean Tricia Evans, Dean Julie Bright,
Dean Patricia Flanigan, Dean Don Taylor, Dean Kevin O’Connor,
Dean James Wright, and Assistant Dean Wendy Baker.
The Board of Trustees voted to approve 12-month contract extensions to
Irvine Valley College administrators Glenn Rocquemore, Vice President
of Instruction, Armando Ruiz, Vice President of Student Services,
Larry DeShazer, Director of the Center for Applied and Competitive
Technology, Dean Howard Gensler, Dean Ruth Jacobson, and
Dean Susan Corum. The Board of Trustees voted to appoint
William Christensen Acting Director of the Irvine Valley College
Foundation.
Board President Nancy Padberg gave the Pledge of Allegiance and
Trustee Marcia Milchiker gave the Invocation.
PRESENTATIONS/RESOLUTIONS/INTRODUCTIONS

Saddleback College Music Professor Al Brightbill sang the National
Anthem and Saddleback College Student
Kaci Garner sang America the Beautiful.
The SOCCCD Board of Trustees presented Assemblywoman Patricia
Bates with a Board Resolution commending her passage of AB 4 into
law to require sex offenders to register with campus police if they
are employed or a student on a college or university campus. Assemblywoman
Bates was named 2001 “Legislator of the Year” by the California College
and University Police Chiefs Association.

The Board unanimously approved a Resolution reaffirming its opposition
to a passenger/cargo airport at El Toro and
endorsing the Orange County Central Park and Nature Preserve (Measure
W) on the March 5, 2002 Primary Election ballot.
Dean Tricia Evans, Saddleback College Dean of Business Science,
Vocational Education, and Economic Development presented information about
the division,including how it is fulfilling its economic development mission,
adding new computer programs including Oracle and courses on web design,
22 distance education courses and new state-approved programs in food services,
web portfolio development,and Microsoft Certified Systems Engineer (MCSE).
Tricia Evans, Saddleback College Dean of Business Science, Voc. Ed.,
and Econ. Dev. reported to the Board on Division
activities.
BOARD REPORTS
Trustee Thomas A. Fuentes wished a happy holiday season to all
faculty, students, and employees. Trustee Dave Lang hoped all would
have a happy, healthy holiday. Board Clerk John Williams commended
the two years of consecutive service as board president to Nancy Padberg
and said he is pleased with contract renewals.
Board Vice President Dorothy Fortune wished all a happy holiday
and thanked employees and students. Board President Nancy Padberg
attended the Saddleback Gauchos Football Team banquet and spoke to the
SOCCCD Speech Team. Trustee Marcia Milchiker attended an IVC
Foundation event, tour of the library, and attended the SC Learning Assistance
Program (LAP) potluck. Trustee Donald P. Wagner attended the
30th Anniversary of Mission Hospital. Student Trustee Steven McCarty
was not in attendance due to final exams.
BOARD REQUESTS FOR REPORTS
Board President Nancy Padberg requested a report on full time faculty
who are on campus three days a week or less.
HIGHLIGHTS
OF THE ACTIONS OF THE BOARD OF TRUSTEES

The new SOCCCD Legislative and Governmental Action Project report by Chair
Trustee Dave Lang and Trustee Donald P. Wagner and Trustee
John Williams was received detailing its mission, goals, and agenda,
as an information item.

The Orange County Legislative Task Force (OCLTF) participation by
SOCCCD was unanimously approved to continue through 2002.
-
The SOCCCD International Projects Office and study abroad programs for
the completion of 2001-02 were tabled by the Board.
THE BOARD OF TRUSTEES ADJOURNED TO ITS ANNUAL
ORGANIZATIONAL AND FACILITIES CORPORATION MEETING
The Board of Trustees elected new Board officers to serve in 2002.
Trustee Donald P. Wagner was unanimously elected President. Trustee
Dorothy Fortune was unanimously elected Vice President. Trustee
Nancy Padberg was unanimously elected Clerk. The new Board officers
then presided over the meeting.

Interim Chancellor Richard A. Jones was re-appointed Secretary, and Deputy
Chancellor Gary Poertner was appointed Assistant Secretary of the SOCCCD
Board of Trustees.

APPOINTMENT OF TRUSTEE REPRESENTATIVES FOR
2002

Trustee Marcia Milchiker was appointed as the Representative to
the Nominating Committee on School District Organization and Trustee John
Williams was appointed as the Alternate.

Trustee Marcia Milchiker was appointed as the District’s Political
Action Representative to the Orange County School Boards Association where
she currently serves as Treasurer.

Trustee Dave Lang was appointed as the District Liaison to the Orange
County Community College Trustees Association.

Board Clerk Nancy Padberg was appointed as the Representative to
the Orange County Legislative Task Force (OCLTF), and Vice President Dorothy
Fortune was appointed as the Alternate.
THE MEETING OF THE BOARD OF TRUSTEES WAS RECONVENED

The Consent Calendar was unanimously approved.

The proposal to form a task/study group to explore a bond election in November
2002 was tabled by a unanimous vote until a future meeting. At the request
of the Board, administration was directed to research the feasibility of
a bond election.

Academic Personnel Actions were approved unanimously.

Classified Personnel Actions were approved unanimously.

A proposal by the Faculty Association to set a public hearing on part-time
faculty compensation was unanimously approved.

A revision of BP 5604, eligibility for admission, was approved unanimously.

The 2002-03 Academic Calendar, Exhibit A, was passed by the Board.

Recruitment for Saddleback College 2002-03 full-time faculty hiring was
unanimously approved, contingent upon funding.

Recruitment for Irvine Valley College 2002-03 full time faculty hiring
was unanimously approved, contingent upon funding.
Chancellor’s Report
After extending holiday greetings, Interim Chancellor Richard A.
Jones announced that the search for a permanent Chancellor is anticipated
to be completed in January. Committee interviews are scheduled for
December 13th and 14th.
A. President’s Reports
Saddleback College Highlights by President
Dixie Bullock: The Nursing Program, which has a
93.7% passing rate, will graduate 39 students on Dec. 18 at 7 p.m. in the
McKinney Theater. Prof. Diane Pestolesi will be the keynote
speaker and the student speaker will be Christi Gustus, and the
ceremony will be dedicated to the victims and families of September 11th.
The Health Center is offering flu shots to employees and students
at minimal cost. “The Nutcracker Ballet” will wrap-up its
Guest Artist Series at 7 p.m. on December 13 through 16 at the McKinney
Theater Stage.
Irvine Valley College Highlights by President Raghu Mathur, Ed.D:
Business law Professor Frank Pangborn was a featured speaker at
Veteran’s Day ceremonies held at the touring Vietnam War memorial in Laughlin,
Nevada. IVC Lazers Men’s Basketball won its own tournament
for the first time in four years on Nov. 17 thanks to the scoring of freshman
guard Steve Scroggin and Danny Lambert, MVP. The deadline
for Cal Grant student applications is January 28, 2002. The Center
for Applied Competitive Technologies (CACT) has begun a scholars
program to keep disadvantaged students in high school and leading toward
college. Music student Hamidreza Maleki premiered his new
work, “Glare” for flute and piano on Nov. 3rd with Prof. Dean Shepherd
performing with Mary Titus. The IVC Wind Symphony will
perform for the third time at the California School Band and Orchestra
Assoc., CSU Long Beach on February 2, 2002. Professor Jerry McGrath
will show his photography at the Monaghan County Museum in Ireland July
through August, 2002.

President Mary Williams announced that Jan Ward was retiring
as job placement officer at Saddleback College, and that she will be missed.
Reflecting on the events of September 11, 2001 she wished everyone a peaceful
holiday season.
