BOARD OF TRUSTEES REPORTS

Trustee Thomas A. Fuentes congratulated Trustee John Williams for winning his election to the office of Orange County Public Administrator. He said that Orange County voters voted for a fine public servant, and he congratulated the local elected officials who won election within SOCCCD boundaries. Trustee Fuentes expressed his hope that the Board will get to know the new members of school boards and city councils. He congratulated Irvine Valley College President Dr. Glenn Roquemore for hosting the British debating team, saying it was also an honor that Sir Eldon Griffiths, Chairman of the Orange County World Affairs Council and a former member of the British Parliament, visited the IVC campus. Vice President Dorothy Fortune said that she agreed with a public speaker that SOCCCD should not invite legislators or candidates to appear before the Board of Trustees meetings until after the election. Trustee Fortune also distributed and read from a prepared statement to clarify what she called "misinformation concerning District contracts." She said, "Our faculty are among the best paid community college professors in the nation, and our classified employees are among the highest paid in the County and State. Our staff is very qualified, and we appreciate their dedication and professionalism." She said that "The faculty contract expired June 30, 2002, and the classified contract expired one year earlier, after which neither group has received the new Cost of Living Adjustment, COLA. Until the contracts are finalized, employees will not receive a new COLA. The District is interested in speedy contract talks." Board President Donald P. Wagner did not provide a report. Trustee Marcia Milchiker congratulated Trustee John Williams on his election as Public Administrator, and added that "it will be nice to have one of our colleagues serve in a countywide office." She congratulated Dr. Dennis White on his selection as the Vice President of Instruction at Irvine Valley College. Trustee Milchiker announced that Saddleback College Golf Coach Bill Cunerty was named the 2002 Women's Golf Coach of the Year for California community colleges. She attended the debate at IVC between the SOCCCD and the British forensics teams. Afterward, she strolled about the campus and noted the many evening instructional and campus life activities, and is pleased that teachers are teaching and students are learning. Trustee David B. Lang urged citizens and the college communities to weigh-in with their ideas on the re-use and development of the former Tustin MCAS property that will belong to SOCCCD. Trustee Lang said that, "Our plans to provide outstanding curriculum to contribute to the economy will prevail in the long run." He is encouraged that many great ideas are coming forward. Clerk Nancy Padberg thanked Trustee Lang for his comments, and said that the Board will be seeking input on the Tustin property. She said that the Board had a productive meeting earlier in the day on Tustin. She congratulated Dr. Dennis White on his appointment, and congratulated Trustee John Williams on his election as Public Administrator. She also congratulated the Saddleback College Women's Golf Team and Coach Bill Cunerty for its Third Place finish statewide. She said that she serves, with IVC Professor Ron Ellison and Community Representative Duane Cave, on the Orange County Legislative Task Force. She met with Senator Bill Morrow and Assemblyman Bill Campbell to urge them to spare community colleges from further budget cuts. She announced that SOCCCD needs to work to prevent the Democratic legislature from eliminating local control of community college districts. Trustee John Williams thanked his colleagues for their congratulations on his election as the new Orange County Public Administrator-Guardian in the Nov. 5th Election. He said that he is looking forward to working with the Orange County Board of Supervisors. Trustee Williams, a former Orange County Deputy Marshal (now merged with the O.C. Sheriff's Dept.), spoke at Prof. Rich Goodman's criminal Justice Class at Saddleback College. He urged anyone considering a career in law enforcement to attend the class. Student Trustee Derek Wong offered his congratulations to both Trustee Williams and Dr. Dennis White. He thanked Trustee Nancy Padberg for extending the speaking time of Professor Lee Walker during public comments. He said that if the information regarding elected officials in the November 18th Lariat editorial and in Vice President Fortune's report, needs clarification, that the Board should write the Lariat.

HIGHLIGHTS OF THE ACTIONS OF THE BOARD OF TRUSTEES

Chancellor Raghu P. Mathur attended the California Community College Trustees (CCCT) meeting in San Jose on November 16th. The CCCT voted unanimously to reject recommendation #34 in the new Master Plan for Education to eliminate local boards of trustees. The CCCT urged local boards to lobby their state legislators. To date, the State Chancellor, Board of Governors, and Community College League oppose recommendation #34.

SADDLEBACK COLLEGE PRESIDENT DIXIE BULLOCK announced that a donor through the Foundation gave $50,000 to purchase a new piano for the McKinney Theater, and that the Gauchos Women's Golf Team won its third straight conference title, with Coach Bill Cunerty again named Orange Empire Conference "Coach of the Year." The Nursing Program won a plaque for its Service Learning/Homeless Project from the Mental Health Assoc. of O.C. KSBR and the Laguna Art Museum are joining for a special fundraiser on Saturday, Dec. 7th. Saddleback student Christy Bannister, Michael Moon, and Christina Russell earned awards of excellence at the United Nations Model Conference 10/26. The Special Services Dept. sponsored "Ability Awareness Day" on 11/20 to increase understanding of the challenges faced by students with disabilities. The Dance Dept. hosted a Dance Symposium for high school students on 11/21. Art Prof. Dr. Rosalind Wilcox was a guest speaker at Mission Viejo's Cultural Arts Program. Liberal Arts Professors Kathy Smith and Dr. Carol Bander spoke at the Universidad Autonoma de Baja California in Ensenada, Mexico.

IRVINE VALLEY COLLEGE PRESIDENT DR. GLENN ROQUEMORE offered his thanks and sincere appreciation to Dr. Susan Cooper for doing "double duty and an excellent job" as the interim Vice President of Instruction. The School of Advanced Technology was awarded a grant from SBC Communications to make online courses ADA compliant. Extended Opportunity and Program Services (EOPS) has begun distributing a 158-page handbook as a "how to" guide to student services for the fall and spring semesters. Facilities and Maintenance has completed its proposal for the installation of two electronic marquees at the Irvine Center Drive entrance. Construction is expected to begin in 2003 pending funding from the ASIVC. On Halloween, Irvine Valley College student Lucille Maddox, who is enrolled in a Physical Education program through the Emeritus Institute, celebrated her 100th birthday, becoming the college's first student centenarian.

SADDLEBACK COLLEGE ASSOCIATED STUDENTS
ASG President Tony Bartolini did not attend.

ASSOCIATED STUDENTS OF IRVINE VALLEY COLLEGE
Student Charles Merryman announced that the ASIVC will attend a skills conference in Florida.

SADDLEBACK COLLEGE CLASSIFIED SENATE
President Mark Sierakowski announced that Classified staff day will stay on the Saddleback College campus for staff development, instead of going off-site. He expressed his concern that Board policies are pre-made by administration and that the Classified Senate is worried about it.

IRVINE VALLEY COLLEGE CLASSIFIED SENATE
A representative did not attend.

SADDLEBACK COLLEGE ACADEMIC SENATE
President Randy Anderson said that he supports the concerns of shared governance. He said that he submitted to the District a 4-page report on the issues. He said that the governance groups need to be in on the beginning of the process of revising Board Policies, and that he is concerned about accreditation and program review.

IRVINE VALLEY COLLEGE ACADEMIC SENATE
Prof. Greg Bishopp, substituting for President Jefferey Kaufmann, said that he echoed President Mark Sierakowski's remarks. He said that the Senate is very concerned about the procedures to revise Board policies, and about the process of receiving documents with little time to respond.

SADDLEBACK COLLEGE FACULTY ASSOCIATION
President Mike Merrifield said that he echoes the remarks made earlier by Trustee Marcia Milchiker, who noted that "teachers are teaching, and students are learning." He said that student transfers from Saddleback College are up 14%. He stated that he echoes Trustee Fuentes' remarks when he quoted Pope John Paul saying that we should respect each other. He asked, why are we looking at protracted faculty negotiations when the faculty is doing a great job?

CLASSIFIED SCHOOL EMPLOYEES ASSOCIATION
President Mary Williams did not attend the meeting.

POLICE OFFICERS ASSOCIATION
President Cloyce Kelly did not attend the meeting.

Student Trustee Derek Wong asked why the governance groups weren't involved in the beginning of the process of revising Board Policies. Chancellor Mathur replied that governance groups have been given time, and will be given another month, until the January Board meeting, to respond to the administration's request for input on BP 4309. Board Clerk Trustee Nancy Padberg said that SOCCCD has also hired a consultant to update very outdated Board policies and to make them current with the law. Chancellor Mathur said that the District plans to complete the review of all Board policies by June 30, 2003.

of leukemia on November 5, 2002.
