The Board of Trustees presented a Resolution honoring
Business Sciences Professor Frank Pangborn for his organization
of the annual Veterans Day observances at Irvine Valley College.

Clerk Nancy Padberg presented a Board Resolution honoring Business
Sciences Professor Frank Pangborn, a Vietnam veteran, for initiating
a successful annual Veterans Day observance at Irvine Valley College.
Professor Frank Pangborn is a key organizer of the annual Veterans
Day commemoration at Irvine Valley College. Professor Pangborn
is also an accomplished poet, actor, and author.

PUBLIC SESSION BEGAN AT 6:25 P.M. AFTER CLOSED
SESSION.
Board President Donald P. Wagner advanced the agenda
for the swearing-in of newly re-elected trustee officers, the Invocation,
and the Pledge of Allegiance. City of Laguna Niguel Council Member Mimi
Walters led the Pledge of Allegiance. The Reverend Eugene J. Hays,
Abbott of St. Michael's Abbey in Cook's Corner, gave the Invocation.

Board Clerk Trustee Nancy Padberg announced the
following Closed Session actions:
The Board voted 7 to 0 to extend the contract of Keith Calkins
as Interim Dean of Health Sciences, Physical Education, and Athletics
at Irvine Valley College to February 2003. The Board voted 7 to 0 to
appoint Ronald Steinke to the position of Interim Dean of Humanities,
Fine Arts and Library Services at Irvine Valley College.

BOARD OF TRUSTEES REPORTS
Trustee Thomas A. Fuentes did not give a report.
Vice President Dorothy Fortune compared release time costs in
1996-1997, which were $2.3 million dollars, to today when faculty are
paid $27 dollars an hour to perform out-of-classroom administrative
work. The current costs of release time are under $1 million dollars.
Board President Donald P. Wagner thanked the voters of South
Orange County for his re-election. He said that it has been a pleasure
and a privilege to serve SOCCCD. He also congratulated Trustees Padberg
and Milchiker on their re-elections. Trustee Marcia Milchiker
also thanked the voters, saying that it is an honor to work for and
serve the taxpayers. She spent a day and evening at Saddleback College
on Nov. 27th and commented on the excellence of the dance program. Trustee
David B. Lang spoke in opposition to legislation to centralize governance
of community colleges in Sacramento, and to weaken local control. Trustee
Lang urged citizens to follow suit to preserve local control by locally
elected boards. He said that he can't imagine that a state that has
turned a record surplus into the biggest deficit in the state's history
can manage local community colleges. He wished everyone a happy holiday
season. Clerk Nancy Padberg stated that Senate Bill (SB) 6 to
approve the newly revised Master Plan for Education should be opposed.
She said that she is in touch with local legislators to defeat this
bill. Trustee John Williams thanked all veterans for their service
to our nation. He congratulated Trustees Wagner, Padberg, and Milchiker
for their unopposed reelections, which saved the district $250,000 in
election costs. He also congratulated the Saddleback College football
team, currently 9-2. Student Trustee Derek Wong also offered
his congratulations to his fellow Board members.
REQUESTS FOR REPORTS
Vice President Dorothy Fortune asked for a report for the
2002-2003 fiscal years showing OSH allocations to each division to
determine if it parallels growth. The request was approved unanimously.

CORPORATION MEETING.
The Board of Trustees elected new Board officers to serve in 2003.
Trustee Thomas A. Fuentes re-nominated Trustee Donald P. Wagner
for President, Trustee Dorothy Fortune for Vice President and Trustee
Nancy Padberg for Clerk. Trustee Fuentes commented that they have
been courageous in their leadership. All three officers were re-elected
for 2003.

Chancellor Raghu P. Mathur, Ed.D., was re-appointed
Secretary and Deputy Chancellor Gary Poertner was appointed
Assistant Secretary of the SOCCCD Board of Trustees by a unanimous
vote.

On a motion of Trustee Padberg, the starting
time of the public session of the Board meeting will be changed
from 6:00 p.m. to 6:30 p.m. The Board of Trustees amended meeting
schedule was unanimously approved.

On a motion of Trustee Fortune, the Board
of Trustees unanimously approved moving approval of administrative
contracts to October 27th to coincide with evaluations. On motions
by Trustee Fuentes and Trustee Padberg, the Board
unanimously approved moving Resolutions/Presentations/Introductions
to precede Public Comments after the Board returns from closed session.
The 2003 Agenda Planning Calendar was approved.
APPOINTMENT OF TRUSTEE
REPRESENTATIVES FOR 2003
The Board of Trustees unanimously approved the appointments of Trustee
Marcia Milchiker and Trustee John Williams, Alternate,
to the Committee on School District Organization, the reappointment
of Trustee Marcia Milchiker to the Orange County School Boards Association,
the reappointment of Trustee David B. Lang to the Orange County
Community College Trustees Association, and the appointment of Board
President Donald P. Wagner and Trustee David B. Lang, Alternate,
to the Orange County Community Colleges Legislative Task Force (OCLTF).
The Organizational Meeting was recessed to the Facilities Corporation
meeting. Trustees Wagner, Fortune, and Fuentes were
reelected to the Board of Directors. Board President Wagner then recessed
to the Board of Trustees meeting.

The Board unanimously approved the Consent Calendar.

The Administration removed #11 from the Agenda.
- The Board approved the minutes of the October 28, 2002 Board meeting.

Board President Wagner advanced #24, Acceptance
of District Annual Audit Report for 2001-2002. Macias, Gini and
Company stated that the financial statements met all audit standards,
and noted that new requirements for Management to provide a narrative
and analysis and an economic outlook, provided in this audit, were
well done. Macias, Gini and Company thanked Business Services Director
Katie Slavin and her staff for their excellent assistance, and the
colleges for improving budget processes and financial procedures.
The Board accepted the report for review and study.

The Board approved an award of $185,000 in federal
grants by the O.C. Workforce Investment Board to the Saddleback
College Nursing Programs.

The Board approved UC Berkeley Professor Ronald
Takaki, a diversity expert, to speak before the Saddleback College
Class Action Club.

The Board approved Dr. Steven Gilbert, a distinguished
expert on Distance Education, as the keynote speaker for the Spring
2003 faculty/Flex In-Service on January 7th.

The Board approved, at the suggestion of Trustees
Lang and Padberg, developing a form to report travel expenditures.

An item to approve a performance by the student
members of the Saddleback College Chapter of the National Organization
for Women (NOW) was removed because it was not correctly agendized.

Association of Community College Trustees (ACCT)
2003 Regional Awards. Trustee John Williams nominated Trustee
Thomas A. Fuentes for his consistent involvement in District
issues, his work on the Tustin Base re-use committee, and for his
outstanding leadership. Trustee Thomas A. Fuentes nominated Chancellor
Raghu P. Mathur for the outstanding CEO award.

John S. Williams was elected on November 5th as the Orange County
Public Administrator-Guardian. Trustee Williams will be sworn-in
on January 6, 2003. He will also continue to serve on the SOCCCD
Board of Trustees. |

Academic Personnel Actions were unanimously approved
by the Board.

The Board unanimously approved Classified Personnel
Actions.

District Hiring Policies, BP 401, 4011.1, and 4011.2
were accepted by the Board for Review and Study.

Sabbatical leave recommendations were unanimously
approved by the Board.

BP 103, membership on the Governing Board, was accepted
by the Board for Review and Study.

A legal services agreement for the Tustin Base property
was removed from the agenda.

The Board of Trustees unanimously approved Dr. Stephen
D. Spangehl, Director of the Academic Improvement Project of the
North Central Assoc. of Colleges and Schools, and David Gottshall,
founder of the national Great Teachers Movement, as Spring 2003
Faculty Flex/In-service speakers on January 8th and 10th.

The Board accepted for information a Basic Aid fiscal
report that shows SOCCCD receives more from local property taxes,
projected to rise 10% in 2002-2003, and 6% per year for the next
five years, and student enrollment fees than from Program Based
Funding (PBF) state aid. Pending a December 10, 2002, Orange County
Superior Court hearing on the Pool Case that will determine whether
assessors statewide can continue to assess property taxes at more
than 2% , the 2002-2003 Budget will provide a $9.6 million dollar
reserve for prior year impact of the Pool case in accordance with
the estimates provided. Orange County Tax Assessor Webster Guillory
has stated that he will appeal the case if the judge renders an
adverse opinion.

The Board accepted for information the Monthly Financial
Status Report. The ending fund balance of $18,025,196 of the $138,061,916
Budget has a reserve of 6.25%.
CHANCELLOR'S/PRESIDENTS' REPORTS
Chancellor Raghu P. Mathur said that the budget guidelines
issued by the governor show a proposed 3.66% across the board cut
to all community colleges, plus an additional $80 million dollars.
Chancellor Mathur said that the district will be monitoring the budget
situation. He said that he plans to implement a freeze on non-essential
hiring, a freeze on nonessential material purchasing and a freeze
on nonessential travel. He said that the district will try to make
cuts as far away from the classroom as possible. In the meantime,
enrollments continue to rise: IVC has increased 11.3% in head count
and Saddleback has increased its head count 7.1%. He received a letter
from State Senator Ross Johnson, for which the district is grateful,
that opposes recommendation 34.1 in the proposed Master Plan for Education
that would erode local control by locally elected Boards of Trustees.
Following Trustee Fuentes' suggestion that the SOCCCD Tustin property
could be used for increased national security training, Chancellor
Mathur said that the American Association of Community Colleges (AACC)
has identified a need for increased homeland security training.
SADDLEBACK COLLEGE PRESIDENT DIXIE BULLOCK
announced the annual Holiday Party will be held on Tuesday, December
10th from 5 to 8 p.m. at the Holiday Inn Laguna Hills. The Anaheim
Ballet's "Nutcracker" will be performed at the McKinney
Theatre on Dec. 12, 13 & 14 at 8 p.m. and Dec. 14 and 15th at
3 p.m. For ticket information call 949-582-4656. The musical "Ain't
Misbehavin" January 3rd performance is sold-out. Jane
Olivor ( Feb. 1) and the annual Comedy and Magic Show (March
29) currently have less than 40 seats remaining. Call the box office
for more upcoming performances, 582-4656. The annual Student Holiday
Art Sale takes place in the Art Gallery of the Fine Arts Complex
Wednesday, December 11th from 9 a.m. to 7 p.m. and Thursday, Dec.
12th from 9 a.m. to 3 p.m. The Saddleback College Women's Golf
Team captured its third Orange Empire Conference title, and
Coach Bill Cunerty was named conference Coach of the Year. The
Saddleback College Football Team completed the regular season
with an outstanding 8-2 overall record. Saddleback College Men's
Basketball is the defending state champion, and will host Irvine
Valley College on Friday, January 10, in an Orange Empire Conference
contest. Saddleback College Women's Basketball is off to a
3-1 start, ranked 7th in Southern California, under the direction
of first-year head Coach Fentriss Winn. The Lady Gauchos host
IVC on January 10th for the first home conference game.
IRVINE VALLEY COLLEGE PRESIDENT DR. GLENN ROQUEMORE thanked
the Board for recognizing Prof. Frank Pangborn. He announced
that over 200 students and guests attended the November 6th Veterans
Day ceremony, the largest observance in IVC history. The Associated
Students of IVC held a blood drive on Nov. 5 and 6 as part of
their public service requirement. According to project coordinator
and ASIVC Vice President Nicolette Ward, 40 pints of blood
were donated to the Mission Hospital Blood Bank. On Nov. 22 the administration
held a workshop for managers at Soka University to address
issues and the needs of the college. Ads for Industrial, Commercial,
and Transportation Design and Fundamental of Optics - two new courses
offered at IVC - will be added to the rotation for six other ads to
encourage enrollment in the School of Fine Arts, Athletics, Science,
and others. IVC hosted the 2002 Special Olympics Southern California
Soccer Tournament on Nov. 2nd. Coach Martin McGrogan, who
coordinated the event, hopes to expand IVC's participation in the
Special Olympics next year. The Multicultural Center and ASIVC
sponsored World Peace Day on Nov. 22nd attended by several hundred
students. Featured were food and fashions from every continent and
nearly 30 cultures. Diana McCullough assisted with the coordination
of the event.

President Randy Anderson announced that the next meeting of
the Senate will be held on January 22nd. He reminded the district
that the Education Code specifies the need for consensual agreements
on faculty hiring policies. He said that the faculty needs time to
do reports. He wished everyone a happy holiday.
IRVINE VALLEY COLLEGE ACADEMIC SENATE
President Jefferey Kaufmann stated that the lack of access
to the district hiring committee in effect denied representation to
over 100 Irvine Valley College faculty members. Professor Kaufmann
announced that he is resigning his position as president effective
December 20, 2002. He said that Prof. Greg Bishopp will assume his
duties.
SADDLEBACK COLLEGE FACULTY ASSOCIATION
President Mike Merrifield congratulated Trustees Wagner, Padberg,
and Milchiker on their unopposed re-elections. He said that many faculty
work voluntarily on both campuses. He said that the faculty and the
Board's interests are the same: to serve the needs of the community.
Professor Merrifield urged the Board to direct the administration
to resolve faculty negotiations. He wished all happy holidays.
CLASSIFIED SCHOOL EMPLOYEES ASSOCIATION
President Mary Williams announced that she will continue as
president for another year. She said that employees have a right to
a reclassification if they are working out of class because they better
serve the district and students, and that reclassification is not
just a method used by employees to get a pay increase.
POLICE OFFICERS ASSOCIATION
President Cloyce Kelly did not attend.
Board President Donald P. Wagner wished a happy holiday season
to the community and to all students and employees.
