AFTER CLOSED SESSION. Trustee Nancy Padberg, Board Clerk announced the following Closed Session actions: The Board voted 7 to 0 to give direction to the administration to engage in no further negotiations relating to a fine arts complex proposal for Irvine Valley College. The Board voted 7 to 0 to adopt a resolution of intention to suspend a classified employee for thirty days. The Board voted 7 to 0 to appoint Dr. Glenn R. Roquemore as President of Irvine Valley College, effective July 1, 2002, starting at Salary Step 1.  RESOLUTIONS Trustee Nancy Padberg, Board Clerk, presented Board Resolutions commending and congratulating the Irvine Valley College Women's Basketball 2002 Team, the Irvine Valley College Men's 2002 Basketball Team, 2002 Hayward Award for Excellence recipient Dr. Terri Whitt, Saddleback College nursing instructor, and Dr. Donald L. Busche, Saddleback College Vice President of Instruction, upon his retirement on June 30, 2002.

Irvine Valley College Men's Basketball  Coach Jerry Hernandez, on far right, was presented a Board Resolution congratulating the Irvine Valley College Men's Basketball Team 2002 for its excellent third place finish.

IrvineValley College Women's Basketball Irvine Valley College Women's Basketball Head Coach Julie Hanks accepts a Board Resolution commending the outstanding coaching and performance of the 2002 team.

Dr. Terri Whitt Saddleback College Nursing Instructor Saddleback College nursing instructor Dr. Terri Whitt was recognized for earning the California Commmunity Colleges 2002 Hayward Award for Excellence in Education.

Dr. Donald L. Busche' Saddleback College  Vice President of Instruction Saddleback College Vice President of Instruction Dr. Donald L. Busche, who is retiring on June 30, was honored for 25 years of "dedication to educational excellence."

BOARD OF TRUSTEES REPORTS

Board President Donald P. Wagner congratulated Dr. Glenn Roquemore on his appointment as President of Irvine Valley College. Trustee Marcia Milchiker also congratulated Dr. Roquemore, and thanked students for speaking at the Board meeting. Trustee John Williams agreed that the ACCT Conference offered a wonderful program. He congratulated Dr. Roquemore on his appointment. He said that the Saddleback College Foundation golf tournament in which he participated with Trustee Lang and instructor Bill Kelly raised $20,000 for scholarships. Vice President Dorothy Fortune thanked everyone for their participation in the selections of Dr. Glenn Roquemore as the President of Irvine Valley College and Hans Kuss as the Vice President of Instruction for Saddleback College, as they are excellent choices. Clerk Nancy Padberg attended the Association of Community College Trustees (ACCT) regular meeting in Las Vegas, Nevada, and commented that it was a good meeting. Trustee David B. Lang did not give a report. Trustee Thomas A. Fuentes asked that the Presidents of Saddleback College and Irvine Valley College work with a committee to plan a patriotic remembrance commemorating the first anniversary of the September 11, 2001 Terrorist Attack on America. He also requested that a sign be prepared and placed on the wall designating the SOCCCD location of the board meetings for the television viewing audience.

HIGHLIGHTS OF THE ACTIONS OF THE BOARD OF TRUSTEES

• The Board unanimously approved the Consent Calendar.
• Tech Prep Local Consortia Grant for $72,630 to educate high school students to articulate with IVC was approved by the Board.
• An IVC VTEA (Vocational and Technical Education Act) grant renewal of $107,397 was approved by the Board.
• Saddleback College will serve as a liaison between Capabilities, Inc. and the State Dept. of Drug and Alcohol Programs.
• The Board approved grant acceptance for Saddleback College to support a local Tech Prep Consortia.
• The Board approved expenditures not to exceed $2,500 for Faculty Development activities for Fall 2002.
• The Board approved an architectural services agreement with LPA (Leason Pomeroy Associates) for the Health Science/District Offices building not to exceed 8% of the construction cost.
• The Board approved a Resolution urging the State Legislature to adopt the 2002-03 State Budget by June 30, 2002.
• The Board accepted for information a Basic Aid fiscal report that shows SOCCCD receives more from local property taxes and student enrollment fees than from Program Based Funding (PBF) state aid. PBF COLA is projected to be 2.0%.
• Budget has a reserve of 6.5%.
• The Board unanimously approved Academic Personnel Items, including a new Administrative and Executive Salary Schedule.
• The Board unanimously approved Classified Personnel Items.
• The Board approved the 2002-2003 Tentative Budget of $136.5 million dollars, with the unrestricted June 30, 2002 ending balance projected to be $22,150,216. The budget is consistent with Board guidelines, contains a 6.5% reserve, and was developed through college-wide participation. The STRS (State Teachers Retirement System) contributions are new this fiscal year. There are large cost increases in health and welfare, projected to be 22% to 24%. While PBF has increased, other funding sources are decreasing. The schedule to retire C.O.P.S. (certificates of participation) debt early, by 2008, is anticipated to save SOCCCD $12 million dollars in interest payments. Saddleback College and Irvine Valley College will experience shortfalls, depending on the state budget outcome. Saddleback College and Irvine Valley College could experience budget deficits of $1.4 million dollars and $1.2 million dollars, respectively.
• The Board voted unanimously to postpone for further study until the July Board meeting proposed amendments to BP-104, Student Member of the Board of Trustees.
• The Board voted unanimously to reject District payment for printing, handling, and mailing of trustee candidate statements contained in the voter's pamphlet.
• The Board unanimously approved a legal services agreement with Manuel S. Klausner.
• The Board expressed concerns about certain accreditation standards and plans to communicate them to the Western Association of Schools and Colleges (WASC).

CHANCELLOR RAGHU P. MATHUR reported that he held the first Chancellor's Roundtable Conference. He hosted the K-12 district superintendents and Board of Education representatives in the SOCCCD service area to discuss how to strengthen collaboration and communication. The result is the establishment of a District Coordinating Council headed by Dr. Tom Anderson, Vice Chancellor of Educational Services. Dr. Mathur congratulated Dr. Glenn Roquemore on his selection as President of Irvine Valley College and thanked retiring Saddleback College Vice President of Instruction Dr. Donald L. Busche for his many years of service.
SADDLEBACK COLLEGE PRESIDENT DIXIE BULLOCK announced that Saddleback College will celebrate its 35th Anniversary this year and will have further announcements on special anniversary events. The SC Civic Light Opera (SCLO) is celebrating its 25th Anniversary and has a great summer schedule for the entire family. The new electronic marquee will be installed this summer. The groundbreaking for the new Health Sciences-District Offices Building will be on Wednesday, September 25, 2002. Congratulations to Dr. Roquemore and many thanks to Vice President Don Busche.
IRVINE VALLEY COLLEGE PRESIDENT DR. GLENN ROQUEMORE expressed many thanks and a fond farewell to Don Busche for all of the help he has provided as a valued friend for many years. Dr. Roquemore thanked the members of the Board for placing their trust in him to lead IVC. He announced that summer enrollment is up. He commended the special recognition of IVC students Thomas Santelli and Daniel Taylor.
