Board Clerk Trustee Nancy Padberg announced the following Closed Session actions: The Board of Trustees voted to accept the resignation of Armando Ruiz from his position as Vice President of Student Services at Irvine Valley College, and approved his return to counseling. The Board thanked him for his service as an administrator. The Board voted unanimously to approve the appointment of Ken Patton as the Acting Dean of Business Science, Vocational Education, and Economic Development at Saddleback College.

RESOLUTIONS

Board Clerk Nancy Padberg presented a Board Resolution commending and congratulating the Irvine Valley College Women's Lasers Badminton 2002 Team, the California Community College 2002 Team Champions.

Board President Donald P. Wagner advanced Agenda Item #42.

The Women's Badminton Team earned Coach McGrogan his second team champsionship title, and IVC its fifth state athletics title. Rodney Poindexter, IVC Dean of Health Sciences, Physical Education and Athletics, Head Coach Mark McGrogan, and Assistant Coach Joseph Lin celebrate with some of the outstanding players of the IVC Women's Lasers Badminton Team, the 2002 California Community College Team Champions.

The Board of Trustees and President Dixie Bullock extended a warm welcome to Dr. Hans Kuss, who began his duties as Saddleback's new VP of Instruction
on July 1st.

The Board voted unanimously to adopt Resolution 02-42 in response to the demand for cure and correction pursuant to Government Code Section 54960.1.

BOARD OF TRUSTEES REPORTS

Board President Donald P. Wagner announced that Chancellor Raghu P. Mathur continues to make progress in his recuperation from heart bypass surgery. He wished him a full recovery, and anticipates that he may return within two weeks to work. Trustee Marcia Milchiker said she echoed the sentiments of her fellow trustees regarding the recovery of Dr. Mathur and the excellent work of the administrative team. She said it was a sad experience to attend the funeral of Benny Hernandez, her colleague on the School Boards Association and an Anaheim School District trustee who recently died of cancer. Trustee John Williams did not give a report. Vice President Dorothy Fortune acknowledged administrators, staff, and faculty for their work on the new semester. She said that the District is meeting many of its goals, and that the Board can be "proud of its accomplishments." She said that three members of the Board are up for re-election in November. Clerk Nancy Padberg concurred that Assemblyman Campbell is doing "an excellent job on the budget."Trustee David B. Lang said that he applauded Assemblyman Campbell on his actions to gain a more fiscally sound budget, and condemned the budget submitted by Governor Davis as "smoke and mirrors." He extended his best wishes to Dr. Mathur for his recovery. He congratulated Dr. Glenn Roquemore on becoming president of Irvine Valley College and Dr. Hans Kuss in his new position as Saddleback College Vice President of Instruction. Trustee Thomas A. Fuentes extended his heartiest greetings to Chancellor Mathur and his family. He said that he was impressed by the outstanding effort of the administrative team.

HIGHLIGHTS OF THE ACTIONS OF THE BOARD OF TRUSTEES

  • The Board unanimously approved the Consent Calendar.
  • An agreement with attorney Kathryn Schmeltzer to file an application to increase the power of Saddleback College radio station KSBR was approved by the Board.
  • The Board approved an agreement with Jennifer Mason, M.D., to serve as Medical Director of the Paramedic Program for 2002-03, for a fee not to exceed $17,500 plus travel expenses.
  • The Board approved an agreement with Litigation Management and Training Services, Inc., for sexual harassment prevention and diversity training.
  • Adoption of Resolution 02-39 and authorization for publication of the Notice of Intention to Adopt Negative Declaration for the Health Sciences/District Offices building and the Greenhouse and Parking Lot 14 project was unanimously approved by the Board.
  • The Board rejected a claim against the District by Suzie Franzoni and referred it to the district's insurance administrator for processing.
  • The Board rejected all bids in connection with bid 249 for construction of baseball dugouts at Irvine Valley College.
  • The Board accepted for information a Basic Aid fiscal report that shows SOCCCD receives more from local property taxes and student enrollment fees than from Program Based Funding (PBF) state aid. PBF COLA is projected at 2.0% per year through 2007. Secured property tax collections are projected to rise during the same period 10% in 2002-03 and 6% per year through 2007. There is still no judicial ruling on the Pool Case, which remains an emerging issue with the outcome uncertain.
  • The Board accepted for information the Monthly Financial Status Report. The ending fund balance of $7,073,608 of the $138,061,916 Budget has a reserve of 6.5%.
  • The Board accepted for information the SOCCCD Quarterly Investment Financial Report for the quarter ending June 30, 2002. Cash balances at the end of June were $46,281,289.92 in the Orange County Investment Pool (OCIP) and$23,310,035.11 in the Local Agency Investment Fund (LAIF) Pooled Investment Account. Both pools are highly liquid. The OCIP yield is averaging 1.96% and the LAIF is averaging 2.75% for this current fiscal quarter.
  • The Board accepted for information a progress report from Leason Pomeroy Associates (LPA) Architects on the Saddleback College Health Sciences/District Offices building project. LPA will make a presentation of the updated schematic design to the Board at the August, 2002, meeting.
  • The Board unanimously accepted for purposes of negotiation and a public hearing at the next Board meeting an initial proposal on the Master Agreement from the SOCCCD Faculty Association.
  • The Board approved Academic Personnel Items. Larry De Shazer, Director of the Center of Applied and Competitive Technologies (CACT), Irvine Valley College, is to be employed on a temporary basis from July 1, 2002 to June 30, 2003. The position is categorically funded and automatically terminates upon expiration of funding. Kathryn Kleypas begins August 19 as an English instructor in the Irvine Valley College School of Humanities and Languages as a temporary replacement for Dale Larson, who is on reassignment to the California Academic Senate. Morgan Barrows begins August 19 as an Environmental Studies instructor in the Saddleback College Division of Advanced Technology and Applied Science, as a temporary replacement for Lee Waian, who retired. Julie Bright, Dean, Division of Health Sciences, Human Services, and Emeritus Institute, has requested reassignment to Saddleback College in the division as a faculty instructor. The Board thanked Dean Bright for her service. Joseph M. Ryan, Irvine Valley College Chemistry instructor, has resigned effective August 17, 2002.
  • The Board unanimously approved Classified Personnel Items. Gerald Doolittle begins employment as an Electrician at Saddleback College in the Maintenance Dept., effective July 30, 2002. Sandra Bell, Sr. Administrative Assistant, Office of Special Programs, DSPS, Irvine Valley College, has submitted her resignation effective July 15, 2002. The Board approved adding a Non-Bargaining Unit professional expert salary schedule to the Non-Bargaining Unit Salary Schedule, effective July 30, 2002.
  • The Board unanimously approved a classified employee layoff delay until July 31, 2002.
  • The Board voted unanimously to table additional review/action on the new Administrative Salary Schedule adopted at the June 24, 2002, Board meeting until Chancellor Mathur returns.
  • The Board unanimously approved a mutual agreement between the District and the SOCCCD Faculty Association regarding part-time faculty compensation.
  • The Board voted unanimously to table approval of District-Colleges institutional memberships until Chancellor Mathur returns.
  • The hiring of a geotechnical consultant to perform geotechnical studies on the Saddleback College Technology and Applied Science, Science/Math/Engineering and Library buildings was tabled by unanimous vote of the Board.
  • The Board unanimously approved participation in a joint Utility Database Agreement with the state Chancellor and Community College League as amended: to be reviewed by the Board in September, 2003.
  • The Board voted unanimously to accept for review and study the creation of a new Board Policy: BP 4075, Health and Welfare Benefits for former Board Members to purchase at their own expense after they leave office, as amended: in effect since January 1, 1995, and that the previous policy remains in effect.

CHANCELLOR'S/PRESIDENTS' REPORTS

Deputy Chancellor Gary Poertner wished Chancellor Mathur well and looks forward to his return to the District.

SADDLEBACK COLLEGE PRESIDENT DIXIE BULLOCK welcomed Dr. Hans Kuss to his new position as Vice President of Instruction. She said that Saddleback College historical photos will be featured in a book, Orange County: the Golden Promise that will soon be available for viewing in her office. President Bullock issued an invitation to view the videotaped broadcast of the Regional Town Hall meetings being held throughout the state concerning updating the California Master Plan for Education to be held in Santa Clara County. Please contact Sophie Miller, 582-4722 to set-up an appointment to check-out a tape, available after August 12. Some of the issues that will be addressed are teaching and learning, enrollment, funding, and governance across all systems of education. Fall 2002 registration began on Monday, July 15. Fall schedules have been mailed to the service area. On campus classes begin on Monday, August 26th. Census is the beginning of the day, Monday, September 9, 2002. Saddleback College catalogues have been distributed to local libraries, as well as several countries around the globe. The Student Handbook, compiled by the Counseling office, is also available. Saddleback College is pleased to welcome Dr. Hans J. Kuss, Vice President of Instruction, who began work in the Office of Instruction on July 1, 2002. Cathy Hasson, Susan Lemkin, and Paul Myers presented a Marketing Focus Group report to the President's Council on July 17th on the results of six focus groups who reviewed the class schedule. An executive report of the findings is available through the Office of Research, Planning, and Grants, 582-4253. The SC Civic Light Opera (SCLO) Cabaret Series is presenting "Tintypes" through August 11th in the Cabaret theatre. The annual Midsummer Cabaret Series will be held on Monday and Tuesday nights at 8 p.m. through August 13th. "Peter Pan" closed its run to rave reviews and sold-out performances on July 21st. The "Sound of Music" will run August 2 - 18. Call 582-4656 for tickets. The Saddleback College faculty in-service will be held from August 19 through 23rd.

IRVINE VALLEY COLLEGE PRESIDENT DR. GLENN ROQUEMORE reported that Mark Godding, Public Information Officer for Irvine Valley College, has completed three, 30-second T.V. commercials that began airing on local cable on June 24th. The commercials focus on degree preparation and career development, with each promoting a specific school or discipline within the college to give the public an image of the campus and to encourage enrollment. The ads air 4 to 5 times a day, with 60% from 6 a.m. to 4 p.m. and 40% from 4 p.m. to 12 midnight. The ads will appear through November in IVC's primary market, which includes Corona Del Mar, Newport Beach, Newport Coast, Orange, Santa Ana, and Tustin. The IVC Office of Instruction has created its own web page, designed to be a one-stop shop where faculty can access detailed information and links to District pages as well as IVC's twelve academic departments, a staff directory with photos, phone numbers, and areas of expertise, and more. The Department of Career Education completed a new marketing brochure on July 1 to provide students with a comprehensive summary of curriculum. The brochure is a key element of a four-piece integrated marketing package that includes a 16-page full-color brochure, post card, pocket folder, and poster with mail-back response cards. Donna Sneed, Director of Economic and Resource Development, created the package for high school counselors, students, and employers to provide a comprehensive picture of what IVC has to offer. As of mid-summer, the enrollment capacity at the IVC Child Development Center (CDC) has reached its capacity of 78 children, with the center already fully enrolled for fall. The cost of child care has reached an all-time high in Southern California. CDC is affordable and provides an excellent caring and learning environment for children ages two-and-a-half to six or seven. Nearly 40% of children in attendance at the CDC are of IVC students, who receive a 30% reduction in fees.
