PUBLIC SESSION BEGAN AT 6:15 P.M. AFTER CLOSED SESSION.


Board Clerk Trustee Nancy Padberg announced the following Closed Session actions: the Board voted 6 to 0, with Trustee Williams absent, to appoint Sharon Donoff as the Interim Vice President of Student Services at Saddleback College. The Board voted 7 to 0 to appoint Zainab Al-Shabibi to the position of Registrar, Admissions and Records, Irvine Valley College. The Board voted 7 to 0 to appoint Lisa Cavallaro to the position of Manager, Child Development Center, at Saddleback College.

RESOLUTIONS/PRESENTATIONS/INTRODUCTIONS
Board President Donald P. Wagner advanced the presentation of a Resolution honoring State Senator Bill Morrow (38th S.D.). President Wagner commended Senator Morrow for his long-time support of SOCCCD and its students and his championing of fair and equitable funding for California Community Colleges.

Senator Morrow is a graduate of Mt. San Antonio College where he served as Student Body President, a graduate of UCLA with Honors, and Pepperdine School of Law where he earned his Juris Doctorate.
Board President Donald P. Wagner commended Senator Morrow "for his long-time support of SOCCCD and his advocacy of fair funding for state community colleges." Senator Morrow stated that his community college experience "made my college education possible."

State Senator Morrow displays the framed Resolution commending his "excellent service" flanked by Chancellor Raghu P. Mathur, Ed.D., and President Wagner. Senator Morrow serves on the Senate Select Committe for College and University Admissions and Outreach.

BOARD OF TRUSTEES REPORTS

Trustee Thomas A. Fuentes offered his heartiest congratulations to new Student Trustee Derek Wong, and welcomed him to the Board of Trustees. Trustee Fuentes expressed his deep appreciation to Saddleback College and Irvine Valley College for such beautiful programs honoring 9/11. He reiterated praise for the confidence the electorate has shown in Trustees Wagner, Padberg, and Milchiker, who drew no opponents in the November election. Clerk Nancy Padberg welcomed Derek Wong. She said that now she is a student who is taking two classes, she voted in the student election. Trustee Padberg attended the Saddleback 9/11 ceremony, athletic orientation, and the Chancellor's Roundtable, commenting that it was very well organized by the Public Affairs Office. She also attended the Health Sciences Building with District Offices groundbreaking, participated in Saddleback's campus clean-up, and noted that Saddleback's new electronic signs are now lighted up. Vice President Dorothy Fortune said that she spoke at both the Saddleback 9/11 ceremony and the Groundbreaking ceremony, and that both ceremonies were great. She said the construction of the Health Sciences and District Offices Building was made possible by the Board wisely utilizing Basic Aid funds. Board President Donald P. Wagner stated that with all of the ceremonies it was a momentous month. He said that the Health Sciences and District Offices Building will not be financed by a bond measure and will not cost taxpayers an additional dime of tax money. Trustee Marcia Milchiker welcomed Derek Wong to the Board. She thanked Trustee Fuentes for his positive comments on the Trustee re-elections, and for having the idea to hold commemorative 9/11 ceremonies. She noted that the O.C. School Boards Assoc. featured Chancellor Mathur in an article. Trustee David B. Lang expressed the same sentiments as Trustee Fuentes and welcomed Derek Wong. Trustee John Williams, who proposed the construction of a combined Health Sciences and District Offices Building, said that he was pleased to emcee the groundbreaking ceremonies. He stated that the new building will return 10,000 square feet of space to the Saddleback College Library when the District moves. He attended the Laguna Woods Presidents Council with Public Affairs Director Pam Zanelli to promote the SOCCCD Speakers Bureau, noting that 98% of attendees said they had taken Emeritus classes. He wished the Anaheim Angels the best against the Yankees on Friday. Trustee Derek Wong thanked the Board for showing its commitment to students. He appreciated the work of the Board and Leslie Humphreys for the Saddleback College 9/11 event.

REQUEST FOR REPORTS

Trustee Nancy Padberg requested an update on a previous request for a report on the cost of repairs of aging buildings at Saddleback College.
Trustee Dorothy Fortune requested an update on a previous request for a report on the cost of electricity at the Saddleback College Golf Driving Range.
Trustee Thomas A. Fuentes requested a report on designing a larger Board meeting room with more seating capacity in the new Health Sciences-District Offices Building.
Trustee John Williams made two requests. He requested a report from both Saddleback College and Irvine Valley College Emeritus program updates, noting that one-third of SOCCCD students attend the Emeritus Institute. He asked for a report on the SOCCCD policy on field trips when students are enrolled.
All requests for reports were approved unanimously.

HIGHLIGHTS OF THE ACTIONS OF THE BOARD OF TRUSTEES

  • The Board unanimously approved the Consent Calendar.
  • The Board accepted a State Chancellor's Office grant of $178,875 for the Saddleback College Health Care Delivery Centers Economic Development project.
  • The Board approved an honorarium of $500 to Dr. Kevin Starr, California State Librarian, for his public lecture on October 15, 2002 at 12 noon in the McKinney Theater. The honorarium will be donated to the state library system.
  • The Board approved items authorizing study abroad Spring 2003 programs in London, England, Oxford, and Salamanca, Spain.
  • The Board approved in-state and out-of-state travel for students to Riverside, Palm Springs, Arizona, Colorado, Hawaii, and other locations for Spring 2003.
    INFORMATION ITEMS:
  • The Board accepted for information a Basic Aid fiscal report that shows SOCCCD receives more from local property taxes, projected to rise 10% in 2002-2003, and 6% per year for the next five years, and student enrollment fees than from Program Based Funding (PBF) state aid. There is a judicial ruling on the Pool Case, which remains an emerging issue with the outcome uncertain as the judge has not given instructions to the County Assessor on how to implement his decision. The 2002-2003 Budget will provide a $9.6 million dollar reserve for prior year impact of the Pool case in accordance with the estimates provided.
  • The Board accepted for information the Monthly Financial Status Report. The ending fund balance of $18,025,196 of the $138,061,916 Budget has a reserve of 6.25%.
  • The Board approved $100 each for annual trustee-related educational subscriptions.
  • The SOCCCD initial proposal for negotiation with the SOCCCD Faculty Association was proposed by the Board and Board President Wagner recessed the meeting to a separate public hearing. No members of the public came forward to speak on either item. President Wagner then reconvened the regular meeting.
  • The Board unanimously approved a contract with the Hay Group to conduct the first Classified Leadership salary study in 14 years for an amount not to exceed $42,500.
  • The Board unanimously approved Academic Personnel Items. The Board ratified the appointment of Saddleback College Interim Dean of Health Science, Human Services, and Emeritus Institute Diane Dumas, effective August 27 through December 31, 2002. The Board ratified the appointment of Keith Calkins, Interim Dean of Health Science, Physical Education, and Athletics at Irvine Valley College, effective August 30, 2002, to December 31, 2002. The Board approved the following actions: John R. Poindexter, Dean of Health Science, Physical Education, and Athletics at Irvine Valley College has been placed on administrative leave effective August 27, 2002. Saddleback College Construction Technology Professor Alfred F. Kirsch has resigned effective July 31, 2002, and retired effective August 1, 2002. Trustee Dorothy Fortune wished him well on his retirement. Irvine Valley College Physical Education instructor Aracely Mora resigned effective August 16, 2002.
  • The Board unanimously approved Classified Personnel Items.
  • The Board unanimously approved Classified Personnel Reclassification. Of the 137 positions studied, 6 of the 137 did not receive reclassifications. This concluded a two-year process of contract negotiations with CSEA. The salary increases resulting from the reclassification of new positions are $328,944 annually.
  • A settlement agreement with the South Coast Air Quality Management District received Board approval, passing unanimously.
  • Board President Wagner adjourned to a public hearing on a proposal to enter into energy services and financing agreements. There were no public comments, and the meeting was re-adjourned. Saddleback College's energy consumption has decreased 23%, but its energy costs have skyrocketed 56%. The Board approved a ten-year lease/purchase/energy services agreement with Kinetics systems, Inc. for $8.4 million dollars for the facilities modernization and installation of energy conservation measures.
  • The Board voted unanimously to approve a consulting services contract with Dr. David Brownell to review/revise/update Board policies and administrative regulations.
  • The Board accepted for review and study proposed revisions to District Hiring Procedures.

CHANCELLOR'S/PRESIDENTS' REPORTS

Chancellor Raghu P. Mathur congratulated and welcomed new Student Trustee Derek Wong. He announced that SOCCCD has its highest enrollment in its history, over 37,500 students. He said that he received positive comments at the Health Sciences-District Offices Building groundbreaking ceremonies on its benefits to the community. He will bring an Irvine Valley College Performing Arts facility item to the Board meeting in October.

SADDLEBACK COLLEGE PRESIDENT DIXIE BULLOCK thanked the Board for the groundbreaking event on the new Health Sciences-District Offices Building. She thanked Trustee Thomas A. Fuentes for agreeing to emcee the October 15th lecture with Dr. Starr. Saddleback hosted its 2nd Annual Family Night on October 1st. Art Professor John Cederquist has been elected to the American Craft Council's College of Fellows. California Library Director Dr. Kevin Starr will discuss Depression-era California in a presentation of the Friends of the Library Steinbeck Centennial celebration on Tuesday, Oct. 15 from 12 noon to 1:30 p.m. in the McKinney Theater. The Health Center will offer flu vaccinations to employees, students, and community members at minimal cost starting October 14th. The Nursing Department will hold a public forum for Accreditation Oct. 7-9, and on Tuesday, Oct. 8 at 11:30 a.m. in HS 9 the public can comment. Gaucho football is broadcast live on KSBR 88.5 FM. The Lariat now publishes an on-line edition at www.saddleback.edu/info/lariat. Dr. Dawn Lindsay has been selected by the State Chancellor's Office as a matriculation mentor for California Community Colleges. Career Placement Officer Marge Nielsen was nominated for a 3rd term on the CCCCO Work-based Learning and Employment Services Advisory Committee. Former student Chris Boucly is Team Leader for the O.C. Register's South County editions.

IRVINE VALLEY COLLEGE PRESIDENT DR. GLENN ROQUEMORE thanked Trustees Wagner, Fuentes, and Lang for attending the 9/11 commemorative event at Irvine Valley College that included a tree and plaque dedication by the Irvine Valley College Foundation. A special acknowledgement was given to Professor Jan Wyma and the IVC Masterworks Chorale and College Singers, and to Foundation Director Bill Christiansen. The SOCCCD Forensics Team won first place at a Claremont College tournament, besting 57 teams from Florida to Washington. IVC enrollment has soared 13.6%, by nearly 1,600 students. The Art Gallery, B-112, features "Roadwork" September 16 to November 7th. The IVC Classified Senate book and bake sales during Flex Week exceeded expectations, netting nearly $1,100 dollars for two $500 dollar scholarships for deserving students. IVC's new web page debuted by Webmaster John Gotthard is more appealing, has pull-down menus, and is now easier for departments to add content, and is 508 compliant.

GOVERNANCE GROUPS' REPORTS

SADDLEBACK COLLEGE ASSOCIATED STUDENTS
ASG President Tony Bartolini appreciated the 9/11 event at Saddleback College. He announced that the ASG funded the new electronic marquee at the Avery Parkway entrance. He congratulated newly-elected Student Trustee Derek Wong.

ASSOCIATED STUDENTS OF IRVINE VALLEY COLLEGE
Acting ASIVC President Robert Monteith announced that Club Day will be held on Thursday, October 3rd.

SADDLEBACK COLLEGE CLASSIFIED SENATE
President Mark Sierakowski said that the Senate has great consternation about not being represented on the District Hiring Committee.

IRVINE VALLEY COLLEGE CLASSIFIED SENATE
President Gloria Garcia did not give a report.

President Randy Anderson did not give a report.

SADDLEBACK COLLEGE FACULTY ASSOCIATION
President Mike Merrifield said that the District should conduct a needs assessment for the next 5 to 6 years to address growth issues and the need to hire more full-time faculty. He said that 86% of faculty members belong to the Association, and suggested viewing their web site at www.socccdfa.net.

CLASSIFIED SCHOOL EMPLOYEES ASSOCIATION
President Mary Williams thanked the Board for approving the reclassification that began two years ago.
