The Board of Trustees held a special meeting to discuss formulating a plan for the future uses of the Tustin Base property to be conveyed to the District by the City of Tustin. The meeting adjourned at 5:00 p.m.

Board Clerk Trustee Nancy Padberg announced the following Closed Session action:

The Board voted 6 to 0, with Trustee Marcia Milchiker absent, to extend the contract of Sharon Donoff, Interim Vice-President of Student Services, at Saddleback College until May 31, 2003.

RESOLUTIONS

Clerk Nancy Padberg presented Resolutions from the Board of Trustees commending the Football and the Women's Golf Teams of Saddleback College.

Rocky Cifone, Dean, Fine Arts, Physical Education, and Athletics, accepts a Board Resolution from Clerk Nancy Padberg commending the Saddleback College 2002 Women's Golf Team on winning its third conference championship.	Saddleback College Head Football Coach Mark McElroy is congratulated by Clerk Nancy Padberg upon receiving a Board Resolution recognizing the outstanding performance of the 2002 Gauchos Football Team.

BOARD OF TRUSTEES REPORTS

REQUESTS FOR REPORTS

Clerk Nancy Padberg requested that a report she previously requested be brought back when consultants are present at the next Board meeting.

• The Board approved the Consent Calendar on a vote of 6 to 0.
• #45, Health Sciences/District Offices Building Budget Augmentation. An additional $2.1 million dollars was requested by architect LPA for a number of change orders, including the expansion of the Auditorium from 60 to 120 seats to accommodate both the audience attending Board of Trustees meetings and to serve as a student lecture hall, the construction of tablet seats, an up-to-date telephone system, reinforced foundation, and additional work stations and equipment. The item passed 6 to 0, with the Student Trustee casting a no advisory vote.
• #50, Board Policy 4309; Duties and Responsibilities of the Faculty. Faculty Association President Mike Merrifield stated that BP 4309 is out of compliance with the faculty contract because it is a unilateral change in working conditions, and needs to be brought to the bargaining table. He said that the FA will file an unfair labor practice if it is passed by the Board. Saddleback College Academic Senate President Randy Anderson said that the Senate is very concerned about the process. He urged the Board to take a closer look because the policy as written is in violation of the Education Code and Title 5. He asked the Board to table the document. Irvine Valley College Academic Senate President Greg Bishopp said that the IVC Senate shares its concerns with the SC Senate. He thanked the Chancellor for meeting with several governance groups last week. He said the Senate takes issue with Administrative Regulation 102, and saw it only for the first time in Chancellor's Cabinet last week. He said AR 102 contains no language about the Academic Senates, and urged the Board to revisit the document. Chancellor Mathur said that the documents in question had been under consideration for several months, and that the time allotted to the governance groups has been sufficient. He said that the content of the policy include duties already performed by faculty, and that the revisions are designed to strengthen accountability. He said administration included portions in the policy when he agreed with the recommendations of the shared governance groups. Chancellor Mathur stated that the district is working to "strengthen the teaching-learning environment," and noted that the new policy has been expanded from 3 to 22 pages. The Board voted to approve BP4309 with the Student Trustee casting a no advisory vote.
• The Board received for information only a Budget Update: Midyear Reductions and New Fiscal Year Budget Cuts. Chancellor Mathur stated that due to the massive state budget deficit that include deep cuts earmarked for community colleges by Governor Davis, SOCCCD estimates that it will have to cut $5,205,483 for 2002-2003 and $5,998,210 for 2003-2004, for a total loss of $11,203,692 over the next 18 months. Irvine Valley College has identified midyear cuts of $651,142 for 2002-2003, and 2003-2004 cuts of $1,241,447. Saddleback College has identified midyear cuts of $875,000 for 2002-2003 and 2003-2004 cuts of $2,025,000. The District has identified cuts of $158,000 for 2002-2003 and 2003-2004 cuts of $644,554. District cuts also include elimination of a Vice Chancellor of Human Resources position and large across the board cuts in supplies, equipment, travel, printing, and contract services. Chancellor Mathur said that the District and colleges are uncertain about further cuts because the state budget is not finalized. He said that the District is trying to be careful to not make cuts that will create irreparable harm.

  Board Vice President Dorothy Fortune was nominated by the Board for the Orange County School Boards Association Marian Bergeson Award for her outstanding contributions to SOCCCD.

• The Board accepted for information a report requested by Vice President Dorothy Fortune on IVC and SC OSH, Supply, and Equipment Allocations.
• On a motion by Clerk Nancy Padberg, Vice President Dorothy Fortune was nominated by the Board for the Orange County School Boards Association (OCSBA) Marian Bergeson Award.
• The Board voted to contract with the law firm of Hewitt and O'Neill to provide SOCCCD with legal services on Tustin Base property matters.
• Academic Personnel Actions were approved by the Board.
• The Board approved Classified Personnel Actions.
• The Board accepted for information a Basic Aid fiscal report that shows SOCCCD receives more revenue from local property taxes and student enrollment fees than from Program Based Funding (PBF). For the 2003-2004 fiscal year, PBF COLA will be 0.0% and growth will be 2.0%. For the next four years, both BF COLA and growth are estimated at 2.0%. Property tax assumptions estimated by the Auditor-Controller's Office for the next four years, which aren't certain, are estimated to be at 6.0% for each of these years. The "Pool" case is likely to reach the Court of Appeal by the end of April, 2003, and which is expected to reach the state Supreme Court, regardless of the appeals court's decision. SOCCCD is holding $9.6 million in reserve for potential prior year impact.
• Board Policy 103, Membership on the Board of Trustees, was approved by the Board.
• Board Policy 4000.2, Electronic Communication, was approved by the Board.
• Board Policy 4310, Duties and Responsibilities of the Department/Academic Chair, was approved by the Board.
• Board Policy 8000, Speech and Advocacy, was approved by the Board.
• 2003 Board Media Schedule: The Board voted to assign Clerk Nancy Padberg to schedule the Trustee appearances on Leisure World Television.
• The Board voted to accept for review and study the Deferral of the Full-Time Faculty Obligation requirement for the 2003-2004 year. The Irvine Valley College Academic Senate, Associated Students of IVC (ASIVC), and Saddleback College Associated Student Government (ASG) have taken positions in support of the deferral.

Chancellor Raghu P. Mathur displays a Certificate of Appreciation from the United Way of Orange County for SOCCCD's participation in its fundraising campaign.

CHANCELLOR'S/PRESIDENTS' REPORTS

Chancellor Raghu P. Mathur said that he, Board President Wagner, and Trustee David Lang went to Sacramento to lobby legislators on the budget, retaining SOCCCD basic aid, and SB 6, a bill that jeopardizes local control by Boards of Trustees. He is preparing for the Board's consideration new 2003-2004 District goals. He displayed a plaque given to SOCCCD by the United Way of Orange County for participation in its community fundraising campaign.

IRVINE VALLEY COLLEGE PRESIDENT DR. GLENN ROQUEMORE thanked Board President Donald P. Wagner for spending the entire day at IVC's Astounding Inventions. The Foundation-sponsored event raised a record $21,000 dollars. Eleven donor companies sponsored the event. Over 300 students from 40 schools in the Tustin, Irvine, and Laguna Beach school districts presented their scientific displays. Dr. Roquemore displayed a baseball cap that was presented to board members and administrators that was used to raise funds for the IVC Golf Team. IVC participated in the production and distribution of a 23-minute videotape, "Patriotism and You," sponsored by the non-profit Committee for Citizen Awareness to increase the public's understanding of democracy and to encourage good citizenship. A $1,000 donation was made to IVC in Mathematics Professor Richard Zucker's name. Prof. Zucker helped inspire student R.J. Liljestrom, a semi-finalist in the Intel Science Talent Search. The IVC Art Gallery, in partnership with Cal State Fullerton, will present its first exhibit of 2003, "Grand Central Press"
featuring a series of original prints of selected artists from the CSUF Grand Central Art Center in Santa Ana. The IVC Career Center is offering on Tuesdays several excellent workshops by IVC counselors and financial aid specialists to help students with their academic and personal development through May 6th.

Irvine Valley College participated in the production of a video, "Patriotism and You." A patriotic-themed baseball cap was sold to raise funds by the IVC Golf Team.

GOVERNANCE GROUPS' REPORTS

SADDLEBACK COLLEGE ASSOCIATED STUDENTS
ASG President Tony Bartolini announced that ASG sent over 1,000 student signatures to state legislators about the state budget cuts proposed for community colleges. ASG will hold a student rally on Wednesday, March 12th. ASG has allocated $20,000 to programs at the college, and will be sending a delegation of students to lobby in Sacramento during Spring Break.

ASSOCIATED STUDENTS OF IRVINE VALLEY COLLEGE
ASIVC President Nicolette Ward did not attend.

SADDLEBACK COLLEGE CLASSIFIED SENATE
President Mark Sierakowski thanked Chancellor Mathur for a productive meeting with shared governance representatives the previous week. He also thanked SC President Dixie Bullock for her support of classified employees. He urged the District to keep communication flowing on the budget situation.

IRVINE VALLEY COLLEGE CLASSIFIED SENATE
President Steven Woodard did not attend.

SADDLEBACK COLLEGE ACADEMIC SENATE
President Randy Anderson thanked Chancellor Mathur for the meeting with shared governance groups' leaders. He said that the Senate wants to make the shared governance process work.

IRVINE VALLEY COLLEGE ACADEMIC SENATE
President Greg Bishopp thanked Chancellor Mathur for the meeting with shared governance leaders.

SADDLEBACK COLLEGE FACULTY ASSOCIATION
President Mike Merrifield urged the District, Board, and Administration to listen to the concerns of the faculty, because he said there is a clear intent on the part of the Administration to negotiate outside of the contract. He said that rather than build a new building, the District should fix the old buildings.

CLASSIFIED SCHOOL EMPLOYEES ASSOCIATION
President Mary Williams urged the District to work together with the classified staff. She thanked the students for backing-up the work of the classified staff.

POLICE OFFICERS ASSOCIATION
President Cloyce Kelly stated the Police Officers Association (POA) is getting closer to preparing for contract negotiations. The POA, due to the budget, is leaving some positions open. He expressed concerns for safety caused by leaving positions open.
