CALL TO ORDER 5:00 P.M. - REGULAR MEETING PUBLIC SESSION BEGAN AT 7:18 P.M. AFTER CLOSED SESSION. Board President Donald P. Wagner
stated that there were no actions taken
during Closed Session. Trustee Thomas A. Fuentes stated that he wanted to remember a dear friend who recently passed away, Frederick Harold Young, Ph.D., who served as an Emeritus professor from 1982 until 1990. He would have been 98 years old this month. A memorial service will be held at St. George's Epispcopal Church on Wednesday, April 2nd. Professor Young was a brilliant professor, a multi-talented and accomplished person, and a long-time friend. Board President Donald P. Wagner spoke at the Irvine Exchange Club as the guest of IVC Emeritus Director David Anderson, Jr. Trustee Wagner said that SOCCCD has outstanding administrators and faculty. He announced that he recorded an editorial reply in support of community colleges that will be broadcast on radio station KNX AM 10.70. Trustee Marcia Milchiker said that she attended the Orange County School Boards Association meeting, and received a pamphlet on engaging the community to generate support for schools, commenting that it was excellent. Trustee David B. Lang said that the freedom we enjoy is one of the incredible benefits of living in a democracy. He said that we recognize the contributions of the men and women serving in the military, and also pray for them and their families and the prisoners of war. He acknowledges the members of the media who remind us of the contributions of a free press. Clerk Nancy Padberg commented that the United States is trying to assist an oppressed people. She added that she believes SOCCCD and community colleges will overcome the state budget crisis. Vice President Dorothy Fortune did not give a report. Trustee John Williams participated in the Saddleback College Master's Track and Field Relay held on March 11th. He said that a 94-year old man participated in the shot-put throw. The event raised $2,000 for student track and field scholarships. He added that we pray for the safe return of our troops in the gulf and for peace in the Middle East. Student Trustee Derek Wong salutes our troops, and prays for their safe return. He attended the community college rally in Sacramento, and thanked Leslie Humphrey and Penny Skaff for helping students with arrangements to attend the rally. REQUESTS FOR REPORTS Trustee Marcia Milchiker requested a report on the cost-benefit ratio of Leisure World classes, and a report on Saddleback College and Irvine Valley College child care programs. Trustee David B. Lang requested a report on the annual reimbursements of expenses to all members of the Board of Trustees. HIGHLIGHTS OF THE ACTIONS OF THE BOARD OF TRUSTEES
CHANCELLOR'S/PRESIDENTS' REPORTS Chancellor Raghu P. Mathur announced that the California Legislature voted to approve $161 million dollars in budget cuts to community colleges, 44% less than the Governor's proposed $288 million dollars in mid-year cuts. He said that the 10,000-person community college march and rally on the state capitol in Sacramento was very successful. He said that the League of Women Voters completed a study on proposed cuts to community colleges, and has become a champion of community colleges. SADDLEBACK COLLEGE PRESIDENT DIXIE BULLOCK offered her congratulations to Student Trustee Derek Wong and ASG President Tony Bartolini who were elected to the 2003 Phi Beta Kappa All Academic Team. On Thursday, April 3 from noon to 3 p.m. Saddleback College will hold High School Senior Day. The summer schedule went online March 17 at www.saddleback.edu. Helice Bridges, an internationally-acclaimed motivational speaker will conduct a workshop on April 2 in SSC 212 from 10:30 a.m. to 12 noon, and at 1 to 2:30 p.m. The Division of Liberal Arts/Learning Resources will host an awards ceremony on March 27th at 3 p.m. in SSC 212 for high school students who won a Creative Writing Contest. The Model United Nations Team, whose faculty advisor is Narges Niedzwiecki, captured the "Best California Delegation" award at the UC Berkeley Model UN Conference. Saddleback College Performing Arts Director Geof English is to be congratulated for the SCLO 2002 production of "The Sound of Music" being named a top 10 production of the year by theater critics of the Orange County Register, which also honored Director Sheryl Donchey. Former Gaucho John Morgan (Track and Field) has been named 2002 Pepsi Scholar Athlete. The Men's Golf Team won the San Diego State Invitational, another title earned under the aegis of 21-year golf Coach Bill Cunerty. Liberal Arts Professors Lee Walker and Robert Kopfstein will lead a spring pilgrimage with donations from faculty/ staff/students to La Puerta de Fe orphanage in Baja, California on March 29th. IRVINE VALLEY COLLEGE PRESIDENT DR. GLENN ROQUEMORE thanked the Board for re-directing basic aid monies to help the colleges during the state budget crisis. The IVC Model United Nations Team earned six awards at the Pan-American Model United Nations, and was named the "Most Outstanding Delegation" at the American West Model United Nations. The new electronic marquees are lit up after being installed at the College Drive entrance on Irvine Center Drive. The 11 by 8 feet signs cost $139,000 and enable the IVC Public Information office to download text and images for display and to announce events and messages to students, faculty, and the public. RJ Liljestrom, a Woodbridge High School and IVC student, was selected as a semifinalist and received a $1,000 scholarship in the prestigious national Intel Science Talent Search. His parents credited math Professor Richard Zucker, and donated $1,000 to the IVC Foundation. Liljestrom will attend Princeton University in the fall. Professor of Spanish Beatrice Tseng has won a grant to teach Intermediate Spanish courses online. Second-year IVC student Erin ImHof has been named to the 2003 Phi Theta Kappa All-California Academic Second Team. A Commissioner for Athletics for ASIVC, ImHof was recognized for her exemplary community college scholarship - she holds a 3.8 GPA - and for her volunteer work with senior citizens. The SOCCCD Speech and Debate Team won in February the 2003 Pacific Southwest Collegiate Forensic Association Spring Championship. The SOCCCD squad continues to out-produce most two and four-year schools, taking home 37 trophies and extending its winning streak to eight consecutive league championships. POLICE OFFICERS ASSOCIATION Chancellor Mathur commented that the Board has established guidelines that the administration will follow, because someday the district may not operate on basic aid. He said that the state budget crisis is still real. He said that he hopes that the relief that the colleges will receive will first go to help students. ADJOURNMENT
