Board Meeting Update
January 20, 2004
Following are the highlights of the Board meeting yesterday.
Recognition
- The Board presented resolutions to the Irvine Valley College Men’s
2003 Soccer Team who won the State Championship and the Saddleback
College Women’s 2003 Golf Team who won their fourth consecutive
conference title in the Orange Empire Conference Championships.
- The Orange County Teacher’s Federal Credit Union honored Beatrice
Tseng, IVC Professor of Spanish, as Teacher of the Year.
Reports
- During their reports, it was notable how actively involved our Board
is in our Colleges, the District and Orange County.
- Trustee Lang mentioned that President Bush in the State of the Union
Address announced a new initiative to provide community colleges with
funding to train American workers.
- The Chancellor reported on the budget workshop he attended in Sacramento
last week, and the positive surprise that a COLA of 1.84% was included
in the Governor’s budget.
- In their brief reports to the Board, President Bullock mentioned
the visible progress of the health sciences building and that, per
new State law, the Office of Admissions was limiting the number of
high school students admitted into athletic classes. President Roquemore
boasted that the IVC Women’s Volleyball was second in the State,
the cafeteria is just three to four weeks away from a complete remodel,
and that the SOCCCD debate team is first in nation!
- Speaking to the Board were: from the Saddleback Academic Senate,
Carmen Dominguez; Classified Association, Mary Williams; Police Officer’s
Association, Cloyce Kelly; and ASOSC Kevin Fitzpatrick.
- Allan MacDougall, Director of IT, gave an update on the district
phone system replacement (the Board authorized funding in March 2003).
A district wide procurement committee has been meeting to review technology,
meet with vendors and develop specifications. The district procurement
process should culminate with a preliminary recommendation to the
Board in March.
Action
- The Board selected Trustee Williams as the District’s nominee
to serve on the California Community College Trustee Board of Directors.
The CCCT Board consists of 21 members throughout the State and meets
twice a year with the Board of Governors of the California Community
Colleges.
- There was much discussion of the IVC Performing Arts Center and
the request for an additional allocation of $6,527,000 from basic
aid funding to augment over $14 million in State funding. The item
was tabled for further consideration, discussion and possible action
at a future meeting.
- Sabbatical leaves were approved for 19 faculty members for the 2004-05
academic year. One faculty member is being asked to consider revising
his request.
- Trustee Milchiker was nominated for the Marian Bergeson Award. The
Orange County School Boards Association created this award in 1974
to recognize trustees annually who exemplify the spirit of boardsmanship,
and provide outstanding Board and community service to promote and
enhance public education.
- The Board voted in favor of a mailed ballot election to fill the
board vacancy. The Registrar of Voters determined that a regular election
would cost $615,222 compared to $431,549 by mail. The Special Election
will be held on March 30.
- The Board approved $100,000 from Basic Aid to complete the track
and field facility at Saddleback College.
- On the Consent Calendar of particular interest to employees was
Board approval to enter into an agreement with Orange County Teachers
Federal Credit Union to administer our deferred compensation plan,
beginning April 1, 2004.
- The Board discussed the cost of extending and need to extend the
library hours at each College. More objective data will be gathered
and, if indicated, budgeted for next year.
- The meeting was adjourned in memory of former State Senator Dennis
Carpenter who recently passed away.
