Board Meeting Update
March 29, 2004
Following are the highlights of the Board meeting.
REPORTS
- President Donald P. Wagner reported that the Board had an opportunity
to tour the Saddleback College Health Sciences Building and District
Offices, now under construction. The project is ahead of schedule.
- Trustee Thomas Fuentes discussed that he had just returned from
his 11th trip to Nicaragua and looks forward to sharing what he learned
on the visit.
- Trustee Marcia Milchiker attended at Saddleback College the business
science department breakfast with members of the private sector, the
Women’s 2004 conference, and the spring musical. She congratulated
the Saddleback College Model United Nations Team which received the
highest award given at a state conference.
- Trustee David Lang expressed best wishes for Easter and Passover
to members of community who recognize those days, and mentioned that
today is Cesar Chavez Day. He acknowledged the fine work of the employees
within the District. He recognized Trustee Fuentes and his significant
contributions to Orange County over the years.
- Trustee Nancy Padberg congratulated and expressed the Board’s
pride in the District’s winning Speech and Debate Team.
- Student Trustee Phil Erquiaga thanked the students who went to Sacramento
for the March in March with students from around the state to advocate
with the legislature. He testified before the Senate budget committee
on Proposition 98. He welcomed visiting students from an applied psychology
class who were attending the Board meeting as a homework assignment.
- Chancellor Raghu Mathur met last week with State Chancellor Mark
Drummond, during his visit to Orange County, which included other
Orange County district chancellors and college presidents. The State
Chancellor spoke about the Governor’s focus on ways to streamline
state government and that announcement of those plans is expected
on July 4. The State Chancellor expressed his optimism for redirecting
students coming to community colleges from the UC and CSU systems
with state funding to serve them. Trends at Saddleback College and
IVC reflect that students are transferring, in some cases, to private
colleges and universities. Orange County has won a legal round with
the Pool Case, which affects the District basic aid funding. While
the money reserved for this purpose is safe for now, another legal
appeal is expected. The Chancellor attended the debate between the
District Speech and Debate Team and a student debate team from China.
- Saddleback College President Dixie Bullock announced the donation
of $100,000 from Hoag Hospital for new equipment for the Health Sciences
Building. Highlights from the President’s written report included:
student presentations at the Fourth Annual Honors Transfer Council
of California/UC-Irvine; upcoming Junior Athletic Wheelchair Sport
Camp; Office of Disabled Students Programs and Services offering a
high school transition program; Gaucho athletic accomplishments; and
Fine and Performing Arts programs.
- Highlights of Irvine Valley College President Glenn Roquemore’s
written report included: Honors Program student Eliese Gabriel awarded
scholarship; former student, Jennifer Baker, conducted the IVC Wind
Symphony; Astounding Invention students appearance on the Tonight
Show; IVC student taking top awards at the Japanese speech contest;
and District Speech and Debate Team winning the league championship
in Pasadena.
- Addressing the Board were: Dr. Carmen Dominguez, Saddleback College
Academic Senate; Kevin Fitzpatrick, ASCOSC; and Divya Yagalla, ASIVC.
Of particular note is that the Faculty Senates are advocating opposition
to Senate Bill 1785. Chancellor Mathur stated that he would work with
the Academic Senates on this issue.
ACTION, THE BOARD APPROVED. . .
- all consent calendar items. If you wish to know specifics, please
contact the Office of the President or Deputy Chancellor. Of particular
note on the consent calendar was the nomination by Saddleback College
of Associate Professor Pennie Foster for the Orange County Community
College Teacher of the Year.
- transfer of 68 acres of the Marine Corps Air Station Tustin property
from the City of Tustin to the District and consultant agreements
for the Advanced Technology Education Park (ATEP) programs launch.
The Board also authorized announcing a new administrative position
of Provost, ATEP.
- authorization to proceed with the telecommunication network system
replacement which will result in a state of the art voice and data
system for Saddleback, IVC and the District. This project is expected
to be completed by June, 2005.
- Yasith Weerasuriya as the Irvine Valley College Commencement speaker.
Mr. Weerasuriya attended IVC from 1994-96. He worked in the IVC Special
Projects and Grants Office with a Microsoft grant that trained teachers
from all California Community Colleges. It was this experience that
directly led to his founding of Executive 2000, Inc., a multi-million
dollar nationally accredited training institution.
- appointment of Walter Rice to the position of Interim Director of
Facilities and Maintenance at IVC.
Information Item of Interest
- IVC Performing Arts Center: the architectural consultants presented
the latest drawings of this impressively designed project. If all
goes according to schedule, the project should break ground on September
20, 2004; construction should begin October 15, 2005; and the building
will be completed on December 15, 2006.
