- President
Donald P. Wagner, Chancellor Raghu
P. Mathur , and Saddleback College President Richard

accepted a check for $10,000 from Wells Fargo Bank toward
the Saddleback College

- Included
in the Board written agenda was a resolution to Sumudu
Weerasuriya, President of IVC's Phi Theta Kappa Honor
Society. She won the 2003-04 Outstanding Chapter President
Award for the U.S. ,
Japan
and Germany
at the 87 th international conference. The Chapter also won
two top awards at the regional conference.
REPORTS
AND COMMENTS
- Vice President Nancy
M. Padberg mentioned that she enjoyed the festivities
at the start up of the semester and expressed her appreciation
to all faculty, administrators, staff and students.
- Trustee William O.
Jay attended a retirement event for Professors
Cal Nelson, John Allen, Yong Kim and Joe
Valencic from the Saddleback College Division of
Math, Science and Engineering. He remembered hiring Professor
Kim.
- Trustee David Lang
extended his best wishes to everyone at the beginning
of the semester. He commended IVC Professor Kate Clark
and the job she is doing as President of the statewide
Academic Senate.
- Trustee
Marcia Milchiker attended many in service
events marking the beginning of the new semester. She too
attended the retirement event of the four professors from
Saddleback College.
Colleagues throughout the country came to attend the event
which celebrated over 109 years of total service.
- Trustee
John Williams congratulated Misty
May, IVC Assistant Volleyball Coach and Olympic Gold
Winner. He mentioned that there are many Olympians from Orange
County
including Aaron Peirsol,
Amanda Beard, Elaine Youngs, Julie Foudy, Jason Lezaks, Larsen
Jensen, Taylor Dent, Amanda Freed, Lori Harrigan, and Natasha
Watley.
- Chancellor
Mathur stated
that fall semester is off to a great start and extended a
welcome to all faculty, staff, and students for the 2004-05
year. He announced that Student Trustee Sona
Smetanova resigned.
Applications for the position will be available on each campus
through the Student Services offices on September 1. Per Board
policy, elections will be held at Saddleback
College
October 5-6 and at IVC
October 6-7.
- IVC
President Glenn Roquemore expressed pride
in the Olympic accomplishments of Assistant Volleyball Coach
Misty May as well as Head Coach Tom
Pestolesi. Everyone is invited to three events: September
9 commemorating 9/11; September 17 for the opening of the
new Astronomy Observatory; and September 30 for the groundbreaking
of the Performing Arts Center and Theatre. Dr. Roquemore's
written report included mention of: English instructor Michelle
Mitchell-Foust having her second book of poetry
published in 2005; Daniel Luzko from the
Fine Arts Division traveling to Paraguay to donate musical
instruments to poor children; Debate Coach Gary Rybold
is the U.S. coordinator of an international debate
festival in China this month; and promotion of IVC to employees
of Gateway Computer which is relocating to the Irvine Spectrum.
- Saddleback
College
President McCullough
recognized Dean Ken Patton who
coordinated a very successful rapid prototyping conference
with participants from throughout the country. The College
has obtained fossils from the City of Mission
Viejo which are being readied for display in 2005. Dr. McCullough
's written report included mention of Fine Arts auditions
and performances; Foundation capital campaign for the Health
Sciences Building and the kickoff event scheduled for September
20; and advertising for fall registration.

Valley College Academic Senate; Lewis Long,
Faculty Association; Mary Williams, CSEA;
and Rachel Hipolite, Associated Student Government
of Saddleback College.
ACTION,
THE BOARD APPROVED. . .
- all consent calendar items,
academic personnel actions, and classified personnel actions.

the President or Deputy Chancellor.
- adoption of the final budget
for 2004-05. The Board included in the motion a commendation
to the Chancellor, Deputy Chancellor, Presidents and all budget
and finance staff for their work in bringing forth a balanced
budget.
- adoption of a classification
plan and salary structure for Classified Leadership employees.
- temporary
use of ATEP (Advanced Technology and Education
Park
) property by Orange
County Rescue Mission to erect a tent for the “Heart of Hunger
in the OC” event this fall. The goal is to feed 30,000 people
from mid-October to mid-December. President Wagner encouraged
everyone to get involved with this wonderful organization.
- contract with a consultant
to certify ATEP as a “Green” project for the U.S. Green Building
Council's LEED program (Leadership in Energy and Environmental
Design). Once certified, ATEP could develop programs and courses
to help other organizations which endorse green and sustainable
design principles.

- grant applications to Pacific
Life Foundation from IVC for Friends of the Library ($10,000)
and Performing Arts Center Capital Project ($100,000).
- grant
renewal of $178,875 from the Center for Applied Competitive
Technologies for IVC to serve as a resource, information,
training and business assistance center. The purpose of the
center is to enhance the competitiveness of California
's small to medium-sized
manufacturing companies.
- purchase
of 33 Apple computers at Saddleback
College.
- out
of state travel for up to ten Saddleback College students,
one staff member and one faculty advisor to attend the 83rd
Annual National College Media Convention in Nashville
in November.
- Saddleback College Humanities
Hour guest speakers Dr. Zita Barrueto from UC Santa Cruz and
Dr. Rudy Torres from UC Irvine.
VOTE
IN SPECIAL BOND ELECTION
- The Board authorized the Chancellor
to vote “no” on two bond propositions of $87,647,500 and $25,769,500
for sewer and water facilities and improvements at the Tustin
Base property. As a property owner, the District can vote
on the issuance of these bonds proposed by Irvine Ranch Water
District.
INFORMATION
ITEMS OF NOTE . . .
- District
and College administrators and staff have narrowed a list
of needed projects on both campuses and presented a summary
to the Board. At Saddleback
College
the projects listed
were: repair TAS building, Library remodel, Math/Science/Engineering
Annex, repair and remodel M/S/E Building, new parking, BGS
repairs. At IVC the projects listed were: Performing Arts
Center and Theatre, Business and Technology
Innovation
Center
, utilities infrastructure,
Maintenance and Police Facility, Lot
#5 expansion and Lot
#6, and Barranca entrance.
Development of the ATEP site was also listed. The Chancellor
mentioned that a timetable is being developed to address the
projects and a monthly status report will be provided to the
Board.
- The Board reviewed the proposed
ATEP building material color and signage. The ATEP campus
will utilize low maintenance plants and feature areas for
students to gather.

- Correspondence
in the Board agenda packet included positive feedback from
students about: Saddleback
College
Learning
Assistance Program and staff; Saddleback Professor Ray Watkins;
and IVC Professor Seth Hochwald .
