• Board President David B. Lang congratulated Chancellor Mathur on an outstanding Opening Session, probably the best he has attended in his time on the Board. He thanked Vice Chancellor Andreea Serban who lined up Dr. Robert Bramucci as a speaker. He is looking forward to the February 1 workshop to review the ATEP partnership proposals. He extended greetings from former Student Trustee Paul Ho. He thanked all members of the community who support our colleges and foundations.

• Vice President Donald P. Wagner submitted a response to a recent editorial in the Lariat . He mentioned that the new Board leadership held its first meeting since the elections and looks forward to working with President Lang, Clerk of the Board Fuentes, and Chancellor Mathur.

• Clerk of the Board Thomas A. Fuentes reported on the activities of the Orange County Community Colleges Legislative Task Force. There is a proposal being considered at the state level to reform high school career technical education coursework through partnerships with community colleges. He congratulated Chancellor Mathur on his appointment by State Chancellor Mark Drummond to the Telecommunications and Technology Advisory Committee.

• Trustee William O. Jay mentioned that with a large number of faculty members potentially eligible for retirement, the District and the Faculty Association have an opportunity to work together.

• Trustee Marcia Milchiker said that the flex week activities this year were outstanding and recognized the excellent job by Jim Gaston and Tom Weisrock . She called attention to the wonderful music programs at both colleges and the significant accomplishments of individual faculty members, such as Dr. Norman Weston and Dr. Daniel Luzko . She congratulated Stephen Rochford for securing, for the fourth year in a row, a $50,000 anonymous donation for the IVC Wind Symphony.

• Trustee Nancy M. Padberg participated in flex week activities, events in support of intercollegiate athletics, and CPR training. She asked that the meeting be adjourned in memory of philanthropist John Crean.

• Trustee John S. Williams mentioned that the recent Chancellor's Opening Session was the best he has attended during his 14 years on the Board. The music was fun and the speakers were excellent, addressing how distance education is changing the delivery of education. Students do not need to come to campus to attend classes, they can go online. He thanked the Faculty Association for hosting a lunch during flex week.

• Student Trustee Elizabeth Kelly welcomed students back to spring semester. She is looking forward to meeting with the student government leadership at both campuses, college presidents, fellow trustees, and the Chancellor. She is pleased to participate in IVC outreach efforts by speaking to local high school students about attending SOCCCD colleges.

• Chancellor Raghu P. Mathur said enrollment is healthy at both colleges with the number of hours increasing that students are in class (WSCH), therefore FTES is on the increase. The Governor's proposed budget looks positive for community colleges. He will continue to monitor the progress as it goes through negotiation with the Legislature. He challenged student leaders to work together to find ways to inspire students of different faiths and backgrounds to work together.

• SC President Richard McCullough's written report included mention of: Gaucho football alumni accomplishments at universities; Tom Weisrock 's outstanding job coordinating in-service week; Fine Arts performances; partnership with Hoag Memorial Hospital to fund a 2 year faculty position to expand nursing program enrollment; SC Foundation received a $500,000 charitable remainder trust.

• IVC President Glenn Roquemore 's written report included mention of: for the fourth year in a row, IVC Foundation has received an anonymous donation of $50,000 for the IVC Wind Symphony; AT&T donated $10,000 to IVC for scholarships and education services; over $33,000 has been raised so far for Astounding Inventions which will be held on Saturday, January 27.

• ATEP Provost Robert J. Kopecky 's written report included mention of: all of the five campus building have arrived and are being assembled on site; 13 partnerships proposals were received and some will be making public presentations to the Board of Trustees [at a special meeting on Thursday, February 1 from 6-9pm in the SC Health Sciences building auditorium]; a draft publicity plan has been prepared for the ATEP launch.

ACTION, THE BOARD APPROVED . . .

• all consent calendar items, academic personnel actions, and classified personnel actions, except for tabling to a future meeting the Classified Personnel Item 5.10, C. 1 and C.3 regarding authorization to establish and announce two classified positions. • an agreement with Hoag Memorial Hospital Presbyterian to provide grant funding of $189,750 over two years to fund a faculty position to help expand nursing program enrollment.

• 19 full-time faculty members for bonded sabbaticals.

• $7,000 for Classified Staff Development Day to be held on March 14, 2007.

• acceptance for review and study all of the 13 ATEP partnership proposals, in preparation for presentations at subsequent meetings.

• acceptance for review and study an ATEP partnership proposal from Economic Business Development, Inc. This group proposes to build a business incubator and economic development center with a $2.5 million EDA grant from the U.S. Department of Commerce. The facility would be open to small or incubating businesses with educational resources determined by SOCCCD. Students would fill internships on a one-to-one ratio with business professionals and have opportunities for job placement.

• $1,092,000 in additional basic aid funds for ATEP equipment items, landscaping and fencing.

• additional $600,000 in basic aid funding for the new restrooms' project at McKinney Theatre, to fund an accessible path of travel between parking lots #11 and #12.

• an agreement with Dumarc Corporation for construction of the IVC Police and Warehouse building in the amount of $1,908,700 and an additional allocation of $1,705,000 from basic aid to augment the project budget.

• for 2007-08, a non-resident tuition fee of $173 per semester unit (the current fee is $156 per unit), the capital outlay fee at $25 (currently $22) and the application fee at $50 (currently $48).

• 12 strategies for enhancement of effectiveness of board agendas and meetings.

Dr. Andreea Serban presented an analysis of student transfers from SC and IVC to other colleges and universities. Click on this link for the entire report. Some of the main findings, using the State System Office data of the 109 California Community Colleges, are stated below.

• 50.3% of IVC transfer oriented students do transfer to four-year institutions within six years. IVC is the 7th highest in the California Community College System. SC's rate is 48%, which is 14th highest in the system. San Mateo Community College had the highest rate of 57.1%.
• Like all California community colleges, the number of transfer directed students enrolled at IVC or SC in an academic year is only a small percent of the entire student population.
• In 2004-05, 10% of students at IVC were transferred directed and 7% at SC. Of those transfer directed, 50% became transfer ready at IVC (25th highest rate in the system) and 44% at SC (51st highest rate in the system). The system average rate is 45%.
