AND COMMENTS
- President
David B. Lang attended the Community
College League of California (CCLC) trustee/CEO conference
in Sacramento. The conference presented an important
opportunity to network with other trustees and CEOs about
common issues. He urged all trustees to attend at
least one such conference annually. He extended his
condolences to the family of Paul Berger, a Coast Community
College District trustee, who was a great advocate of Community
Colleges.
- Vice
President Nancy M. Padberg attended the
opening ceremonies of the spring semester, and also the
CCLC conference. Our district is very well-respected throughout
the state and she extended a “hats off” to everyone for
the excellent job they do. She commended Mark Schiffelbein
and the extraordinary lengths he and the technology staff
went to in order to get the Saddleback College television
and radio station back on air.
- Trustee
Thomas Fuentes pointed out that because
of the sacrifices of our young people fighting for freedom
in Iraq, Iraqi citizens had an opportunity to be a part
of democracy and vote in Irvine.
- Trustee
William O. Jay just returned from a three
week trip to South America. He observed incredible
wealth and poverty, and remarked that we are blessed to
live in this region and country.
- Trustee
Marcia Milchiker attended the CCLC legislative
conference, as well as a number of events at the Colleges.
She also attended the Astounding Inventions event
at IVC featuring over 350 young inventors and their families.
- Trustee
Donald P. Wagner thanked Bill
Hewitt, Director of IVC's EOPS program, for giving
him a tour and providing him with an opportunity to play
helper to Bill's Santa at the Adopt-a-Family luncheon in
December.
- Student
Trustee Brittany Poulton spoke about the
tsunami relief charity basketball game that will be held
on March 4 at the IVC Hart Gymnasium. She thanked
all the faculty and coaches from IVC and Saddleback College
for their participation and stated that the goal is to raise
$10,000.
- Chancellor
Raghu P. Mathur attended the CCLC trustee/CEO
conference in Sacramento and found it very productive.
He expressed his excitement about being in the new auditorium
and building, and recognized former President Dixie Bullock
who was in the audience. The Chancellor recognized District
staff members Rick Van Leeuwen, Loc
Pham, and Raul Villalba for their
dedication and hard work involved in the new facility.
He thanked all the faculty and staff who, with very little
time, had to pack up, move and unpack. He hears positive
comments daily.
- IVC
President Glenn Roquemore's written report
included mention of: receipt of $40,000 in software from
MecSoft Corporation of Irvine; television commercials on
Cox Cable publicizing enrollment extended through June;
EOPS and CARE adopted 128 families during winter break;
and establishing meetings with all governance groups and
the President for a “collective approach to bringing the
campus together.”
- Saddleback
College President Richard McCullough commended
Coach Bill Brummel on his 503rd career
victory at the College. His written report included
mention of: top-ranked men's basketball team in preseason
coaches poll; Dean Ken Patton authoring
a series of articles on rapid prototyping; receipt of $30,000
for nursing scholarships from the California Community Foundation;
in kind equipment donations to the new Health Sciences building;
43 percent increase in Transfer Center agreements and guarantees;
ASG held successful retreat for 22 student leaders; and
the new Saddleback Scoop monthly employee newsletter.
- ATEP
Provost Robert J. Kopecky's written report
included mention of: meeting with the Mayor of Tustin; building
design in review by Department of the State Architect; overview
of ATEP presented to faculty and staff; beginning the process
of hiring staff; and beginning development of course and
program offerings.
- Addressing
the Board were: Dr. Carmen Dominguez, Saddleback
College Academic Senate; Lewis Long, Faculty
Association; Connie Zucker, CSEA; Mary
Williams, Saddleback College Classified Senate;
Beep Colclough, IVC Classified Senate;
Rachel Hipolite, Associated Student Government
of Saddleback College; and Shaun O'Neil,
Associated Students of IVC.
ACTION,
THE BOARD APPROVED. . .
- all
consent calendar items, academic personnel actions, and classified
personnel actions. Items 7 and 24 were removed from the agenda
and Items 9 and 31 were tabled. If you wish to know

Deputy Chancellor.
- award
of bid for $194,657 for the purchase and installation of 50
video projection systems for Saddleback College classrooms.
- sabbaticals
for 19 full-time faculty members for the 2005-06 academic
year.
- commemorative
room naming signage for the Saddleback College Health Sciences
building.
- dedication
of time at each board meeting for extended discussion of significant
issues currently before the district and colleges.
- nomination
of Trustee Marcia Milchiker for the Marian
Bergeson Award, an annual award to recognize trustees by the
Orange County School Boards Association.
- tabling
of Items 32 and 33 and removal of Item 56.
CONSENT
ITEMS OF NOTE, THE BOARD APPROVED. . .
- proposal
from the District to CSEA and setting a public hearing on
February 28, 2005.
- a
contract for Saddleback College to be the exclusive distributor
of rapid prototyping software training for Magic software
in the Western U.S. The College will be given software licenses
and a 50% split on the training dollars earned.
- Saddleback
College study abroad programs to Vietnam and Cambodia , Italy
and New Zealand .
- fees
for 2005/06: non-resident tuition $151 per semester unit;
$22 per semester unit for capital outlay; and $48 for document
processing.
- accepting
grants to IVC from the Foundation for the California Community
Colleges and the California Department of Education for TANF/CalWORKs
recipients ($31,335) and SBC-Pacific Bell Foundation for closed
captioning project ($4,980).
PUBLIC
HEARING. . .
The
Board conducted a public hearing to receive comments on the
initial proposal to reopen contract negotiations with CSEA Chapter
586.
INFORMATION
ITEMS OF NOTE . . .
- A
presentation overviewing designs of the IVC Business and Technology
Innovation Building was made by the building architect, LPA
of Irvine.
- To
apprise the Board about the rising costs of construction,
a report was made by a representative from C.W. Driver, the
builder of the Saddleback College Health Sciences Building.
The building which cost $12 million to build over the
past 18 months would now cost $5 million more in 2005.
The industry is seeing increases of 40% in the costs of construction
over an 18 month period, where three to four percent annual
increases were the norm. The price escalations are due to:
accelerated growth of construction in China, for example,
China now consumes one half of the world's cement; low interest
rates keeping demand high for new housing; $40 billion in
bonds throughout the state are now available to update old
educational facilities. While the company is doing its best
to forecast, there are no indications that the costs will
recede in the near future.

- Correspondence
in the Board agenda packet included letters and notes: thanking
Vice President Gwen Vendley, Darryl
Cox and the IVC financial aid staff
for presenting a successful financial aid evening for students;
complimenting the instruction of Ruthe Gluckson
in the IVC Emeritus aqua fitness class; thanking Georgia
McClusky for her help with IVC registration.
CLOSED SESSION
Clerk
of the Board Thomas Fuentes announced that
the Board voted to dismiss a classified employee.
TELEVISED
BOARD MEETING
- You
can watch the board meeting Friday, February 4 and Saturday,
February 5, at 7pm, Saddleback College Channel 39 and Irvine
Valley College Channel 33. SC TV39 has an additional
broadcast on Sunday at 7pm. At 6:30pm, prior to broadcast
of the board meeting, an interview will be aired of Vice
President Nancy Padberg on Leisure World TV6 taped
on February 2.
