• Board President David B. Lang thanked all trustees who attended the many events at this time of year. Their visible support is very appreciated by members of the college community. The commencement ceremonies and campuses were beautiful. He congratulated the College Presidents and staff. He recently spoke to former student trustee Paul Ho who is recovering from injuries. 

• Board Vice President Donald P. Wagner extended a “hats off” to Trustee Padberg for attending so many events during this busy time of year. He congratulated the College Presidents and staff for their fine work at graduation, as seemingly effortless events are a sure sign of lots of hard work behind the scenes. He wished the best of luck to all graduates.

• Clerk of the Board Thomas A. Fuentes extended a hearty congratulations to all graduates. He had recently spoken to Paul Ho and conveyed Paul's appreciation for the many expressions of concern and prayers for his recovery.

• Trustee Marcia Milchiker mentioned that she has been to 42 graduations so far and has not missed one since becoming a Trustee. She attended the scholarship ceremonies during which hundreds of thousands of dollars were presented to students. She gave out her own scholarship this year and acknowledged the generosity of AAUW and Charter 100.

• Trustee Nancy M. Padberg recounted the many happy events she attended during the month that recognized graduation, scholarships, nursing and human services students, transfer accomplishments, and athletics.

• Trustee John S. Williams acknowledged Raul Villalba and the wonderful job he has done over the years, including saving the District millions of dollars. He has now attended 30 commencements since becoming a Trustee and enjoys every one. He was pleased to attend the SC human services graduation event and acknowledged Professor Rich Goodman.

• Student Trustee Matthew T. Reynard thanked the students and staff of IVC and SC for their support and in welcoming him to this position. He is very enthusiastic for the opportunity and looks forward to making a meaningful contribution with fellow Trustees.

• Chancellor Raghu P. Mathur thanked Raul Villalba who has helped to create facilities to serve more students. On behalf of the faculty, staff and students, he thanked all the Trustees for taking the time to participate in so many activities. The two commencement ceremonies were wonderful and he thanked the College Presidents and staff. He expressed his appreciation to the College Foundations for raising over $350,000 in scholarships for students. He showed an advertisement that was in the Sunday OC Register congratulating the SC and IVC Class of 2007. District wide enrollment headcount is up over 10 percent at this time.

• SC President Richard McCullough's written report included mention of: President McCullough received the Administrator of the Year award from ASG; scholarship ceremony during which more than $220,000 were given to approximately 200 students; Orange Appeal magazine received a prestigious Maggie Award from the Western Publishers Assn.; updates from the Divisions of Student Services, Fine Arts, Health Sciences, Human Services & Emeritus Institute, and Advanced Technology & Applied Science.

• IVC President Glenn Roquemore's written report included mention of: Dr. Yemmy Taylor and Dr. Lisa Davis Allen were recognized for exceptional teaching by UCI's Teacher Recognition Program; Men's Volleyball won the state title and their second straight conference title; Professor Gary Rybold received a Fulbright Research Grant to study in China; IVC Foundation Awards Dinner raised over $27,000; and Parker Aerospace received the new “Partner in Education Award”.

• ATEP Provost Robert J. Kopecky 's written report included mention of: negotiation meetings progressing with selected partners; working with IVC and the United Veterans to develop a returning veteran's program; hosting 20 directors at the statewide CACT conference; progress on the registration process for students; and initiation of an advertising campaign to create awareness for the August opening of the new campus.

ACTION, THE BOARD APPROVED . . .

• all consent calendar items, academic personnel actions, and classified personnel actions, except for tabling Items 4.1 (meeting minutes) and 4.10 (SC, IVC and ATEP mission statements). If you wish to know specifics, please contact the Office of the President or Deputy Chancellor.

• 2007 summer study abroad programs of IVC to Paris, France and SC to Greece.

• accepting $306,000 to SC from the California Community College Chancellor's Office for the Teacher Preparation Pipeline grant.

• award of bid and agreements for musical instruments for the new IVC Performing Arts Center to various vendors in the amount of $415,236.

• contract with Neudesic LLC and allocation of $3,800,000 of 2007-08 basic aid revenue for phase two of the Student Information System project.

• 2007-08 child care fee schedule for the child development centers, based on a survey of existing programs in close proximity to the College centers. Increases are necessary to continue to provide quality services at a competitive rate.

• accepting for review and study the order of priority for a five year construction plan.

• award of five year contract for trash collection service at SC and IVC with Ware Disposal Company, Inc.

• award of bid and contract for charter bus services for instructional field trips and athletic meets to Coach America.

• accepting for review and study the revised district mission and vision statements and proposed district wide goals for 2007-08 [included at the end of the meeting highlights].

• accepting for review and study the District's initial proposal for negotiations with the SOCCCD Police Officers Association (POA) and set a public hearing on the proposal at the regularly scheduled May Board meeting.

The Board conducted public hearings to provide an opportunity to comment on the District's initial proposal to the SOCCCD Faculty Association and the POA's proposal to the District.

• feasibility of offering a bachelor of science in nursing at SC.
• ATEP educational programs.
• SC and IVC annual reports submitted to the Accrediting Commission for Community and Junior Colleges.
• SC and IVC Academic stipends and release time for Fall 2007.

• The Board meeting will be broadcast on Friday, May 25 and Saturday, May 26 at 7pm, on Saddleback College Channel 39 and Irvine Valley College Channel 33. SC TV39 has an additional broadcast on Sunday, May 27 at 7pm.
