SPECIAL PRESENTATION   SC President Richard McCullough presented Board Vice President Nancy Padberg with a Gaucho Gallup silver medal. She came in second in the 5k race. Over 200 runners and walkers participated in the event sponsored by the SC Alumni Association.

REPORTS AND COMMENTS

• Board President David B. Lang extended his congratulations to Vice President Padberg on her Gaucho Gallup medal and welcomed Paul Ho as Student Trustee. He acknowledged Katie Slavin, who will be retiring, and the terrific job she has done over the years as District Director of Business Services.

• Vice President Nancy M. Padberg has attended many athletic events over the past month. She congratulated the SC Alumni Association on the successful Gaucho Gallup. She thanked both College Foundations for the work they do, and the generous citizens who donate to programs. The SC Foundation is hosting Surf City , their 6 th Annual Gala, on Saturday, November 5 at the Mission Viejo Country Club.

• Clerk of the Board Thomas A. Fuentes , during a stay in the hospital, met many members of the medical community. Universally they have the highest words of commendation for the SC nursing program. He extended his sympathy to the family of former congressman Bob Adam.

• Trustee William O. Jay visited Yavapai College in Prescott , AZ while visiting his daughter. He was struck by the impressive job that they, and all Community Colleges throughout the nation, are doing of providing education.

• Trustee Marcia Milchiker mentioned the upcoming IVC Wind Symphony performance on Wednesday, October 26. She thanked the College Foundation Directors Michelle Anstadt at SC and Al Tello at IVC for their hard work and innovation.

• Trustee Donald P. Wagner , along with Trustees Milchiker and Williams, had a very positive Audit Committee meeting. He was impressed with the efforts made since last year and extended his thanks to Deputy Chancellor Gary Poertner, Director Katie Slavin, Financial Analyst Davit Khachatryan, and the business services team.

• Trustee John S. Williams mentioned that the District has attained a status of “low risk” on the annual audit, which will be on the agenda next month.

• Student Trustee Paul Ho attended the Hurricane relief basketball game which raised over $3,000. He was touched by how the campus community came together to collect funds for fellow Americans. He recently attended the Model UN competition in Anaheim where SC and IVC won six awards.

• SC President Richard McCullough announced that Irvine Medical Center made a donation of $10,000 to the College. His written report included mention of: The Lariat student newspaper's nomination for the 2005 Associated Collegiate Press Newspaper Pacemaker Award; Yvonette Powell, New Assistant Dean of Student Services; international student enrollment is up over last year; students taking the medical assistants state exam had a 100% pass rate; and the student production of “They're Playing Our Song” was sold out prior to opening.

• IVC President Glenn Roquemore 's written report included mention of: new executive committee was named for the Foundation board; SOCCCD debate team presented its fourth annual international debate with the British debate team; basketball game for hurricane relief raised more than $3,000; and the County has approved the College as a polling place.

• ATEP Provost Robert J. Kopecky 's written report included mention of: preparation for November 2 nd Business Roundtable Breakfast of OC business leaders; a new web site (click on this link to view www.atep.us); October receipts from use of the property and buildings for film/commercial shoots are approximately $20,000; and meetings with the City of Tustin and Orange County Rescue Mission to discuss possible use of the Mess Hall to aid hurricane victims.

• Addressing the Board were a number of classified staff, students, faculty and: Wendy Gabriella , IVC Academic Senate; Claire Cesareo-Silva , SC Academic Senate; Ken Woodward , Faculty Association; Susan Sweet , IVC Classified Senate; Mark Sierakowski , SC Classified Senate; Cloyce Kelly , POA; Neena Nawabi , Associated Students of IVC; and Taylor Ames , SC Associated Student Government.

INFORMATION REPORTS

• A progress report was made by consultant groups gkkworks and Maas to update the Board about the educational and facilities master planning progress currently underway. They noted the quality and commitment of faculty and excellence of the curriculum.

TELEVISED BOARD MEETING

• The Board meeting will be broadcast on Friday, October 28 and Saturday, October 29, at 7pm on Saddleback College Channel 39 and Irvine Valley College Channel 33. SC TV39 has an additional broadcast on Sunday, October 30 at 7pm.

  Proposed Board of Trustees' Goals

1. Establish a vision for the district.
2. Set District and Chancellor goals. Guide and support the Chancellor in accomplishing goals.
3. Adopt an effective instrument to evaluate the Chancellor.
4. Avoid micromanagement of the District and college administration.
5. Be a positive ambassador for the District showing respect for all.
6. Encourage and recognize staff, as appropriate.
7. Prepare for Board meetings in advance.
8. Embrace best practices.
9. Work with fellow Board members and the Chancellor as a team.
10. Conduct annual self-evaluation.

  Proposed District Goals

1. Develop and implement district vision statement.
2. Develop an educational and facilities master plan for SC, IVC and ATEP. Conduct community needs assessment to identify emerging careers and develop programs to prepare students for them. Develop and implement a building maintenance plan at SC and IVC.
3. Facilitate the assessment, revision and implementation of strategies to enhance student enrollment at SC and IVC, including coordination of curriculum and schedule of classes, and student satisfaction.
4. Facilitate the development of a technology plan, including technology refresh and expansion of distance education program.
5. Facilitate the development of a comprehensive staffing plan for SC, IVC, ATEP and the district.
6. Develop a public relations, marketing and outreach plan, as applicable internally as well as externally to strengthen communication, student enrollment and retention.
7. Develop a district fiscal plan, including projected income and expenditure of basic aid funds.
8. Ensure the development of student learning outcomes, and their assessment and documentation at the colleges.
9. Identify and adopt effective practices for instruction, student services and administrative services.
10. Finalize contract negotiations with CSEA.
11. Assist the Board President in identification and implementation of strategies to make Board meetings more effective and efficient.
12. Develop and implement an organizational structure to accomplish district goals.

Access is made available through Saddleback College in Mission Viejo, Irvine Valley College in Irvine , and the Advanced Technology and Education Park in Tustin .
