Accuracy, accountability and customer service.

The Business Services functions within the South Orange County Community College District include the following:

Office of the Deputy Chancellor

  • oversight of all District business departments including fiscal services, accounting, payroll, facilities planning and purchasing, and warehouse and mailroom services;
  • chair the District Resources Allocation Council (DRAC) to develop procedures for allocation of general fund resources;
  • chair the Board Policies and Administrative Regulation Advisory Council;
  • providing leadership for all Advanced Technology & Education Park partnership negotiations;
  • processing of contract documents; and
  • chair master plan advisory council. 

Fiscal Services

  • preparing the District Budget which includes Saddleback College, Irvine Valley College, ATEP, and the District Offices;
  • oversight of accounting and payroll departments;
  • oversight of the annual audit which includes the colleges, District Services, the Foundations, and student governments; and   
  • assistance in interpretation of legislation and regulations relevant to school business. 

Accounting

  • payments to vendors;
  • deposit of cash receipts and cash equivalents;
  • issuance of 1099’s;
  • student accounts receivable;
  • accounting for and disbursement of student financial aid checks; and
  • processing of state reports including categorical programs.

Payroll

  • payroll processing for Saddleback College, Irvine Valley College, ATEP, and District Offices;
  • issuance of W-2’s;
  • payment and reporting of payroll taxes and retirement;
  • auditing, processing, and adjusting of retirement calculations;
  • unemployment reporting and worker’s compensation payment adjustments; and
  • retirement counseling.

Purchasing

  • purchasing of all supplies and equipment within the District;
  • providing assistance to other departments in selecting cost effective and quality product and service vendors; and
  • establishing a framework within which competitive procurement can bring an optimal combination of quality, service and affordability to the District.

Warehouse/Mailroom (Central Services)

  • receiving, warehouse, stores, and mailroom and courier operations; and
  • inventory control of warehouse supplies and equipment assigned as fixed assets.

Facilities Planning

  • planning and coordinating renovation and new construction projects;
  • establishing specifications for bidding processes for major and minor construction and repair projects;
  • preparing bid award recommendations for Board consideration; and
  • assisting in preparation of master plans for all campuses.
