Dr. David P. Bugay

Dr. David P. Bugay, Vice Chancellor of Human Resources, oversees services to more than 2,500 employees in the areas of human resources, employee relations, benefits and risk management.
He previously served at College of the Desert in Palm Desert as Vice President of Human Resources and Employee Relations.  He initiated several successful programs to improve employee relations, diversity training and employee recognition.  He also served as Director of Operations for Oakland Community College in Bloomfield Hills, MI.

Dr. Bugay holds a Ph.D. in organizational behavior from The Union Institute and University in Cincinnati, OH; a M.B.A. in business administration from Oakland University in Rochester, MI; and a B.S. in business administration from Wayne State University in Detroit, MI.  He also holds an A.A. degree in liberal arts from Macomb Community College in Warren, MI. 

Teddi Lorch

Teddi Lorch is responsible for the day to day management of the team involved in the recruitment and retention of employees.  As Director, Human Resources since 2001, she has oversight over all human resources programs including employer-employee relations, organizational development, and cultural proficiency. In 2004-05, Teddi coordinated the largest recruitment effort undertaken since the district was founded--52 full time faculty positions, and 51 permanent classified positions. Her career highlights include service with the Immigration and Naturalization Services in the areas of human resources, classification, employee relations, and training. While pursing her doctoral studies in industrial-organizational psychology at the California School of Professional Psychology, she served internships with the District’s Human Resources department and the Navy Personnel Research and Development Center.  Teddi was a part-time psychology instructor at Saddleback College for over 19 years and served on the SOCCCD Board of Trustees for five years. She holds a B.A. from San Diego State University in Speech Communication & Consumer/Family Relations, a M.S. in Developmental Psychology from Chapman University, and a M.A. in Industrial –Organizational Psychology from the California School of Professional Psychology.

Ettie Graham

Ettie Graham, Assistant Director, Human Resources, joined the District in 2002. She is responsible for developing and coordinating recruitment and retention of faculty and staff, employee diversity programs, and sexual harassment and discrimination prevention programs.  She was elected Vice President of the Equal Employment, Diversity and Equity Consortium for 2006-07. Formerly the Human Resources Manager of the Pacific Southwest Region for the accounting and professional services firm of Deloitte & Touche, LLP, she was responsible for all aspects of human resources, including project management, employee relations, training, organizational development, benefits, and payroll. Ettie earned a B.A. in Social and Behavioral Sciences from California State University, Long Beach and a M.S. in Human Resources Management from Chapman University in Orange.  

James Laurie

James Laurie, HR Information Systems Manager, joined the District in 2004. He is responsible for all information systems support of personnel records, recruiting, reporting and analysis within Human Resources.  He is currently leading the effort to migrate the legacy human resources system to state of the art systems. Jim has over 25 years of experience within high-technology and Fortune 500 companies in the areas of technology architecture and large-scale enterprise resource planning software implementations. He graduated Cum Laude from the University of California, Irvine with a B.S. in Psychology.

Earl Pagal

Earl Pagal, District Risk Manager, joined the District in 1993 and is responsible for the district-wide risk management and benefits programs.  His analysis of insurance costs and subsequent leadership to change carriers continue to result in significant savings to taxpayers.  Earl is currently on the board of directors of the Statewide Association for Community Colleges (SWACC) and a member of the organization’s Claims and Coverage Committee.  Earl’s professional background includes employment with several insurance companies with responsibilities in general liability, worker’s compensation loss control.  He obtained a B.A. degree in Economics from the University of California, Irvine and also attended law school at Western State College of Law.
